MP'S EXPENSES WATCHDOG FACES JAIL FOR FRAUD

An official from the House of Commons Fees Office — which oversees MPs' expenses — faces jail today after admitting submitting bogus invoices of his own.

Andrew Gibson, 49, pleaded guilty to creating fake invoices in the names of MPs who were either retiring or leaving their posts to pay off his mounting debts. The Resources Budget Officer paid nearly £6,000 into his friend Toni Pomfret's account on three occasions between August and December 2005. Both men were due to face trial at Southwark crown court today but pleaded guilty before a jury was sworn in. Gibson, who resigned in January, admitted submitting invoices for “typing and secretarial services” for three former MPs.

They are Tam Dalyell, the veteran former Labour MP for West Lothian, Linda Perham, the ex-Ilford North MP, and Liberal Democrat Matthew Green, who represented Ludlow. Pomfret, 50, a rail inspector, received the money into his account as payment for outstanding gambling debts owed by Gibson. Gibson first submitted an invoice for £1,880 to the Department of Finance and Administration on behalf of Mr Dalyell on August 26 — misspelling the name.

Five days later he created an invoice purporting to be from Ms Perham's office for £2,115 and on December 31 he submitted an invoice on behalf of Mr Green for £1,880. The invoice discrepancies were discovered during the general investigation into MPs' expenses by Sir Thomas Legg last year. Both men were granted bail, but the Recorder of Westminster, Judge Geoffrey Rivlin QC, warned there was a “real possibility” of a custodial sentence. The pair will be sentenced on September 30.

Gibson, of Poplar, admitted three counts of obtaining a money transfer by deception. Pomfret, of Cheshunt, Hertfordshire, admitted three counts of acquiring criminal property. It is understood that the basis of Pomfret's plea was that he had suspected that the three payments had come from the House of Commons and that Gibson had perpetrated the frauds. A further count of conspiracy to defraud was ordered to be left on the file. The duties of what later became the Fees Office date back to 1833. Originally responsible for the assessment and collection of fees payable on private bills, during the first half of the 20th century the duties of the Fees Office increased to include the salaries, allowances and expenses of Members.

    cameron You don't know me, but then, in a country of over 60 million people I guess you can be forgiven not knowing each person, but I am sure that your advisor's and civil servants have neatly carved up the entire population into neat little demographics for you. So who am I?

    Am I among the growing army of divorced men who are fighting an uphill battle in the courts to see and be part of our children's lives? Fighting against the adversarial system that pits one parent against another, that costs tax payers a fortune in legal aid, that some solicitors use as a way to guarantee an income stream? A system that fails not only the parents, but most importantly the children? A system that is under resourced in the courts and CAFCASS which causes cases to drag on for years, meaning that children end up loosing touch with the absent parent and all the harm that causes?

    Am I a father watching his children being let down by an education system that is forever being tinkered with by politicians and bureaucrats in Whitehall so that schools find it better to push children down to ensure that the schools pass rates remain artificially high, rather than develop each child to their full potential? Do I sit and worry how they will afford to go through higher education and if its worth it, considering the huge amount of debt they will be left with?A father who has a disabled son who is being failed by schooling which assumes that disabled children need only survive not thrive, so he is now 3 years behind able bodies children when he is every bit as smart?

    Am I a car owner who is left with ever increasing bills from fuel and road tax, simply because I have no choice but to have a car in order to take my children to school and do the basics in my life such as shopping? The roads I drive on are falling apart from decades of under investment, proper policing has been handed over to dumb speed cameras which catch people who on the whole are law abiding, they have tax, they have insurance, they have an MOT, and they have given their proper details for the penalty notice to drop through their letterboxes, while the ones who flout the law simply carry on regardless and put everyone at risk, and I wonder, how is that right?

    Am I the son who worries about his elderly mother who is struggling to cope on her own because the council has no resources to provide home help for her? Am I the one who worries each time his mother goes for a shower because she might fall in the bathroom that social services say is dangerous for her to use, but the council say there is a 2 year waiting list for the modifications needed to fix it?

    Am I just another voter who sees politics has become a career choice, and feels that all politicians regardless of their parties are just in it for the power, the money, the prestige. Am I one of the majority who simply wants to be represented?Am I the one who has no party to support because no party supports me?

    Am I the one who hears of another death of a soldier and wonders why they were ever there in the first place? Wonders why our boys and girls are fighting a war on the other side of the world, a war that is un-winnable and was never winnable, a war that has made us less secure in this country, and a war that has cost us money that would have been better spent on education and health and pensions as well as costing us irreplaceable lives and leaving mothers and children mourning their dead?


    Am I one of the long term sick who is a "burden" to the state? Did the state consider me a burden when at the age of 17 I started work, and continued in work until I became ill 20 years later through no fault of my own, when I paid taxes and saved for my home, and started a business and created employment? Was I a burden when I was able to help in my community and provide training to young school leavers? Was I wrong to believe that if I paid into the system, that if I should ever fall into dire straits, that the system would be there to look after me? Am I a burden because my body is not physically capable of even sitting or standing for longer than a few minutes because of a mistake that the NHS made? Am I a burden because the painkillers I have to take to stop me screaming in agony make me drowsy and sick? Am I a burden because I also have agoraphobia and depression and simply getting through each day for me is a major accomplishment? Am I the one you said should be made to go out to work, and if not should have my benefits removed? Am I the one who survives on benefits only because my family help me out with buying food and paying bills, but is having to see those meagre benefits reduced even further? Am I the one who receives less in benefits in a week than you will spend on lunch today, but am told I am unhealthy because I can't afford to buy fresh fruit and vegetables to eat?

    Am I the one who is a scrounger because I am disabled? Will the DWP outsourced ATOS medicals that are so flawed and skewed suddenly make my spine and back healthy and give me feeling in my feet again, heal my agoraphobia and cure my depression? Will jumping through the DWP medical hoops make my friend who is blind from birth suddenly see? Will driving the mentally ill to suicide achieve the required savings to the welfare budget or simply leave mothers shedding tears at the graveside of a life cut short?

    Am I the friend who listens to a suicidal person at 3am telling me that their life is not worth living because they feel that society thinks that they are not worth supporting or helping? When they tell me that people throw bricks at their door, shout abuse outside their windows simply because they are ill with a disease that has such a cultural stigma attached to it that in the 21st century this still happens, is that the best of being British? Am I the one who fears that one day my friend will succeed and their life will have been just another entry in the suicide statistics?

    Am I the one who is told that unless they take a job, they will have their benefits removed, though there are no jobs to be had? Am I wondering how out of touch with reality politicians must be to not have noticed this, politicians who know as much about being jobless as a fish knows how it is to be out of the water?Am I the one who is told by the national tabloids that living on benefits means I have huge televisions and live a life of luxury, or am I the one who has a 10 year old telly, a sofa that was given to me second hand, and that despite not drinking or smoking, I can rarely afford to buy fruit for my children let alone a present for their birthday, Am I the only one who is struggling to make ends meet on benefits that you want to reduce even further? I have nothing, what can I cut out of my life?

    Am I the one who sits and wonders why the sick, the disabled, the jobless, the homeless, the low paid, the children, the pensioners, why I am having to make cuts in the meagre amounts we have to live on, for a recession we had no part in causing, a false boom beforehand that we never benefited from, and a future that seemingly has no place for us? Why are the bankers and the speculators and the hedge-funds and the brokers, and all those who brought our great country to its knees now not being made to pay for the mistakes they made?

    Am I the one, or am I all of them? Mr Prime Minister, demographics might give you lovely statistical information about the generality of the people in this country, but people are more than statistics, and until you put a face to the categories, you will never be able to begin to understand the lives that we lead. Mr Prime Minister, to appreciate the value of your people, the plight of your people, you need to walk in their shoes. I would not want to inflict the pain of my spinal injuries on anyone, nor the paralysis or agoraphobia or depression or the side effects of the drugs I have to take, but come and spend a week with me, or even a day, live on my benefits and see through my eyes, then perhaps you will see another side of this country, and perhaps see me for the person I am, an ordinary Brit, not as a statistic, a burden on this country.

    mp's MPs swore repeatedly at staff running the new parliamentary expenses system and reduced volunteer employees to tears, it emerged today.

    In shocking outbursts, they called workers at the Independent Parliamentary Standards Authority “monkeys”, “f*****g idiots” and “nutty”. Records of 10 incidents, many of which have been backed up by witnesses, have been obtained by The Standard though a Freedom of Information request. The FOI document, which does not name the MPs, shows standards authority staff reported that one MP shouted: “This system is a f*****g abortion.”

    Another told a standards authority worker in a lift that the system was “awful” and called its employees “f*****g idiots”. One MP stormed out of an induction session and came to reception to ask questions about the scheme. He was rude when staff were unable to answer his queries, walking off in the middle of a volunteer's explanation and branding all the trainers and staff “monkeys”. A woman MP said the authority was “nutty”. Staff were said to have found her behaviour unacceptable and intimidating. Another female MP awaiting a travelcard was described as very intimidating, and a worker dealing with her was said to have been near tears.

    A male MP who reduced a volunteer to tears 10 minutes into the induction later returned with a note and a box of chocolates by way of apology, while a female MP used the word “f**k” and said: “I am going to murder someone today.” Some MPs reacted angrily to the release of the information, accusing the standards authority of acting like secret police, and threatening to try to have it closed down. Former Labour Europe minister Denis MacShane admitted he was the MP involved in the chocolates incident but disputed the facts as reported by the authority and blamed it for recruiting “interns” to explain a very complicated system to MPs. He added: “IPSA are releasing a wholly one-sided version. It's crazy that Cabinet ministers and every MP should have to go through this Stasi operation and we still can't get money to buy our stationery. It's an unbelievably badly run organisation.”

    Ministers and backbenchers have been left fuming by the alleged bureaucracy of the new system, and by changes to housing and other allowances which has led to some of them sleeping at the Commons, or running up bills of thousands of pounds. Sir Ian Kennedy, chairman of the standards authority, has strongly defended his organisation. A spokesman for the authority said: “These instances relate to the early days of operation. IPSA is focusing on getting on with its job. Last week alone, for example, IPSA handled 4,000 claims and paid £650,000 to MPs.”

    A nice little earner: David Cameron rents out his Notting Hill home for up to £72k a year

    David and Samantha Cameron are pocketing up to £6,000 a month by renting out their London home while they live in No 10. In 10 Downing Street and the official country retreat of Chequers, the Prime Minister has the use of two grace-and favour properties. But the couple have now decided to cash in on the luxury London property market by letting their £2.7million house in Notting Hill.

    The family also has the use of their £1million constituency home in the Cotswolds, which has benefited from years of taxpayer funding through the Westminster second homes allowance. Mr Cameron sought to convince the public of his frugality when he became Prime Minister by announcing that he and his ministers would take a 5 per cent pay cut and a pay freeze for the next five years. That means he is earning £142,500 a year, £7,500 a year less than his predecessor, Gordon Brown.

    But the lucrative rental arrangement – which could earn them up to £72,000 a year – means that Mr Cameron will more than make up the shortfall as a result of his move to Downing Street. At current market rates it would take him only five weeks to make up the difference. It is thought that Mr Cameron is the first Prime Minister in recent memory to rent his London home on the open market. Tony Blair sold his, while Gordon Brown, John Major and Margaret Thatcher continued to use theirs.

    After the general election Mr Cameron eventually persuaded his wife, who is expecting another child in September, to swap Notting Hill for Downing Street. When one of the Camerons' neighbours once commented to Samantha that the removals trucks could soon be pulling up to take them to No 10, she is reported to have replied : 'I ****ing hope not.' Security advisers had expressed alarm over the apparent stalemate, pointing out that millions of pounds would have to be spent on protecting Mr Cameron's London home if he, or his family, remained in Notting Hill.

    Earlier this week a new family moved into the four-bedroom Edwardian terraced house in West London that has been empty since the Camerons relocated to Downing Street. The house was bustling with life as the new tenants, including a blonde woman in her 40s and two daughters, oversaw the arrival of their belongings in a removal van, and new mattresses delivered from John Lewis. Speaking at the house the woman, who did not wish to give her name, said: 'I don't know the Camerons personally but we are very happy with the house and the move is going fine.

    'I am renting it through an agent. Of course I know who lived here before but it doesn't bother me. It's no big deal. We have been so busy moving in.' The disclosure that the Camerons have rented the property will only burnish the Prime Minister's self-described status as a member of the 'sharp-elbowed middle classes'. The family, with their children Nancy, six, and Arthur, four, moved out of their Notting Hill home in May and have been staying at No 10 Downing Street on a temporary basis while they wait for the larger four-bedroom flat at No 11 to be refurbished.

    The family home holds precious memories of Ivan, the couple's eldest son, who died suddenly aged six in February last year. After purchasing the house for £1.1million in 2005, the Camerons spent £600,000 transforming it in an eco-friendly makeover. The entire rear extension was demolished and in its place a new kitchen and spacious basement were constructed, with a lift specifically to help cope with Ivan's cerebral palsy and epilepsy.

    Estate agents in the highly sought-after area of London say similar, high-quality properties easily fetch between £4,000 and £6,000 a month in rental income. They say the Cameron home is a perfect property – with the added cachet of belonging to the Prime Minister. If the Camerons have used a rental agent they can expect to pay them around 15 per cent of each month's rent – £900 on a £6,000 monthly rental.

    The monthly income will also be subject to income tax. But that £900, plus general maintenance costs and insurance, can be offset against Mr Cameron's tax liabilities. Downing Street last night confirmed that Mr Cameron stopped claiming the second homes allowance for his Chipping Norton constituency home in March and would not make any other claims while he is Prime Minister. His final claim featured mortgage interest and a gas bill.

This has caused, according to scholarly studies, the deaths of more than a million people, a figure that exceeds the Fordham University estimate of deaths in the Rwandan genocide. In addition, four million Iraqis have been forced to flee their homes and a majority of children have descended into malnutrition and trauma. Cancer rates near the cities of Fallujah, Najaf and Basra (the latter "liberated" by the British) are now higher than those at Hiroshima. "UK forces used about 1.9 metric tonnes of depleted uranium ammunition in the Iraq war in 2003," the Defence Secretary, Liam Fox, told parliament on 22 July. A range of toxic "anti-personnel" weapons, such as cluster bombs, was employed by British and US forces.

    Such carnage was justified with lies that have been exposed repeatedly. On 29 January 2003, Blair told parliament: "We do know of links between al-Qaeda and Iraq . . ." Last month, the former head of MI5 Eliza Manningham-Buller told the Chilcot inquiry: "There is no credible intelligence to suggest that connection . . . [it was the invasion] that gave Osama Bin Laden his Iraqi jihad." Asked to what extent the invasion exacerbated the threat to Britain from terrorism, she replied: "Substantially." The bombings in London on 7 July 2005 were a direct consequence of Blair's actions.

    Voracious greed

    Documents released by the high court show that British citizens were allowed to be abducted and tortured under Blair. In January 2002, Jack Straw, then foreign secretary, decided that Guantanamo was the "best way" to ensure that UK nationals were "securely held". Instead of remorse, Blair has demonstrated a voracious and secretive greed. Since stepping down as prime minister in 2007, he has accumulated an estimated £20m, much of it as a result of the ties he developed with the Bush administration. The Advisory Committee on Business Appointments, which vets jobs taken by former ministers, was pressured not to make public Blair's "consultancy" deals with the Kuwaiti royal family and the South Korean oil giant UI Energy Corporation. He gets an estimated £2m a year for "advising" the investment bank JPMorgan and undisclosed sums from other financial services companies. He makes millions from speeches, including reportedly £200,000 for one speech in China. In his unpaid but expenses-rich role as "peace envoy" in the Middle East, Blair is, in effect, a voice of Israel, which has awarded him a $1m "peace prize". In other words, his wealth has grown rapidly since he launched, with George W Bush, the bloodbath in Iraq.

    His collaborators are numerous. The cabinet in March 2003 knew a great deal about the conspiracy to attack Iraq. Straw, later appointed "justice secretary", suppressed the relevant cabinet minutes in defiance of an order by the Information Commissioner to release them. Most of those now running for the Labour Party leadership supported Blair's epic crime, rising as one to salute his final appearance in the Commons. As foreign secretary, David Miliband sought to cover up Britain's complicity in torture. He promoted Iran as the next "threat". Journalists who once fawned on Blair as "mystical" and amplified his vainglorious bids now pretend they were his critics all along. As for the media's gulling of the public, only the Observer's David Rose has apologised. The WikiLeaks exposés, released with a moral objective of truth with justice, have been bracing for a public force-fed on complicit, lobby journalism. Verbose celebrity historians such as Niall Ferguson, who rejoiced in Blair's rejuvenation of "enlightened" imperialism, remain silent about the "moral truancy", as Pankaj Mishra wrote, "of [those] paid to intelligently interpret the contemporary world".

    The fugitive

    Is it wishful thinking that Blair will be collared? Just as the Cameron government understands the "threat" of a law that makes Britain a risky stopover for Israeli war criminals, Blair faces a similar risk in a number of countries and jurisdictions, at least of being apprehended and questioned. He is now Britain's Kissinger, who plans his travel outside the US with the care of a fugitive. Two recent events add weight to this. On 15 June, the International Criminal Court made the landmark decision to add aggression to its list of war crimes that can be prosecuted. It defines this as a "crime committed by a political or military leader which by its character, gravity and scale constituted a manifest violation of the [United Nations] Charter". International lawyers described this as a "giant leap". Britain is a signatory to the Rome statute that created the court and is bound by its decisions.

    On 21 July, Nick Clegg, standing at the Commons despatch box, declared the invasion of Iraq illegal. For all the later "clarification" that he was speaking personally, the Deputy Prime Minister had made "a statement that the international court would be interested in", said Philippe Sands, professor of international law at University College London. Blair came from Britain's upper middle classes which, having rejoiced in his unctuous ascendancy, might now reflect on the principles of right and wrong they require of their own children. Then after a period of time these accounts show a passing of effort among a large group of tradesmen. The king or queen who heads this GOVERNMENT sets up a taxman to thieve a percentage of the moneys (or effort) flowing between different classes of workmen. The government ensure the legislation is in place to do so. The lawyers and judges enforce that law . The taxman collects the moneys.

    Here we now have a large group of leeches making huge moneys from tradesmen's efforts.     Union boss is 'up for fight' as demands 'generalised' action

    Call to arms: RMT union leader Bob Crow wants all trade unions to work together and strike to prevent cuts

    Rail union boss Bob Crow yesterday called for 'a sustained campaign of generalised strikes' to fight the Government's 'fiscal fascism'. Furious about the cuts announced in last week's Budget, he declared: 'Clegg and Cameron started this fight with the working class and we are up for it.' He called on other trades unions to join the movement, which threatens to unleash a summer wave of militancy which would bring the country to a standstill. Fellow union leaders immediately signalled their support.

    The Government argues its cuts programme is vital to protect Britain's economic credibility. But Mr Crow, whose Rail Maritime and Transport union has the power to bring Britain's transport network to a halt, said it was 'a savage assault on jobs, living standards and public services'. He added: 'This ConDem administration has thrown down the biggest challenge to the trade union movement since Margaret Thatcher took on the National Union of Mineworkers. 'We say, "Don't fear them. Fight them". Our trade union has a slogan, "Never on our knees". 'We want those words to ring out on the Millionaires' Row of Clegg and Cameron.'

    Warning that there was 'no time to lose', he issued a 'call to arms' for all unions to join in 'the biggest show of united resistance since the success of the anti-poll tax movement'. To maximise the impact, he wants to spread the net beyond the union movement, urging campaign groups, pensioner organisations and community groups to take part. 'Waving banners and placards will not be enough', he said. 'It will take direct action to stop the Cameron and Clegg cuts machine. 'We cannot sit back and wait while a generation is consigned to the scrap heap as part of the price we are told to pay to clear up the mess left behind by the zombie capitalists who dragged the UK economy over the cliff.

    'If we're talking about an extra million people in the dole queue, and the knock-on effect that will have on the rest of the industry, I believe myself that hundreds of thousands of workers will take to the streets.' This could include blocking motorways, a tactic used successfully during the petrol price protests. Mark Serwotka, general secretary of the Public and Commercial Services Union, said the cuts would be fought with all the union's power.

'Under these circumstances, strikes are inevitable and should be coordinated by the TUC. 'We will work with the RMT and others to organise local and national opposition to these cuts that are being driven by ideology, not necessity.' Unison, which has 1.4million members, has also joined the battle, after recently warning that the Government 'won't know what hit them'.

    General secretary Dave Prentis said his members were 'angry.' At his conference earlier this month, he talked of 'stepping up the campaign against cuts', which will include 'building alliances nationally and internationally'. He said: 'Unison will work with the TUC, with unions in Europe and elsewhere across the world, to bring millions of people together to fight for a fairer future.' It comes as a key member of the Bank of England's interest-rate-setting committee said Britain could be plunged back into recession.     Britain's leading business lobby group, the CBI, said legislation governing strike ballots should be overhauled to outlaw industrial action going ahead on a 'relatively small turnout' of union members. John Cridland, deputy director general of the CBI, said: 'Strikes cause misery. They prevent ordinary people going about their daily lives, whether it's getting to work or getting the kids to school. 'Strikes also cost the economy dearly and undermine our efforts to help rebuild the economy.'

    British Jews launch campaign to fight academic boycott Cameron spoke with Daniel Finkelstein, columnist and comment editor of The Times, and gave an insight to what his premiership might look like regarding Israel. Cameron took a firm stance on Hamas, saying that the state of Israel "has a totally legitimate right to exist and defend itself." Cameron emphasized the importance of Hamas complying with the Quartet's demands before they receive any Western money or support.

Finkelstein asked Cameron if he were "good for the Jews," to which Cameron replied: "I hope I can say I'm not just a good friend of Israel but I am, as you put it, good for Jews."     Cameron said he understood the need to build a security fence, but that he was worried it would "make a two-state solution more difficult." He said he realized that this was not necessarily a popular observation, but that being a "true friend to Israel... [meant] being a candid friend and saying when you think that mistakes are being made." Nevertheless, Cameron said, a deal should only happen if it meant that Israel would really gain peace within its borders and real guarantees about its future. Finkelstein acknowledged that Prime Minister Tony Blair has been a genuine friend to Israel and asked Cameron if he saw things similarly to Blair.

    "Where Tony Blair is right is that he sees with absolute clarity... that Israel is a democracy and that Israel is a country that has a right to its own legitimate self-defense," Cameron replied. "Where I slightly part company with [Blair] is that while I think a two-state solution is vital... I think sometimes politicians can be a bit naive in believing that if only we solved the problem of Israel and Palestine then roadside bombs will stop going off in Iraq," he added to huge applause. A two-state solution would not solve all the problems between militant Islam and the West, Cameron emphasized. Asked about recent campaigns to boycott and delegitimize Israel, Cameron said there was no justification for a boycott.

    "Israel is a democratic country and these Trotskyists [a reference to the radical Left, who forefront the boycott campaign] are treating Israel as some sort of pariah state," Cameron said. "[They] may be a bunch of lunatics, but what they are doing is profoundly wrong and profoundly damaging," he added. Cameron also thought that attacks on Israel could spill over into anti-Semitism. Margaret Hodge was leader of Islington Council at the time. When she was alerted to the investigation she complained to the Chairman of the BBC. In the letter below she attacks the former victim as an ‘extremely disturbed person’. He is in fact currently employed as a consultant to a Government Department. Mrs Hodge also accused the Today programme of being unfair in its investigation. She says she was not informed about the case until after she left the council.

Her career since then has flourished. In 1996 Demetrious wrote to her directly, hoping for answers. “And what did she do - I wrote a six page letter. I find that an amazing statement. We could have actually had Bernie Bain arrested.”

    Margaret Hodge described the BBC investigation as deplorable sensationalism. The BBC however believe it to be a matter of public interest. Whether she was personally informed about this case is beside the point. She was leader of a council that was in chaos, it failed to investigate allegations of child abuse, including those of Demetrious Panton.     "Everybody would agree that Mr Panton’s experiences in the 1970’s were dreadful and it is a tribute to him that he continued to pursue his case until the mid 1990’s when the police finally agreed to look into the details. I was the political leader of the council between 1982 and 1992 and whilst I did not have day to day contact with social services, I have on many occasions, including on the Today Programme, expressed deep regret for those children who were abused in Islington homes over many decades. Since becoming children’s Minister in June, Angus Stickler and the Today Programme have been constantly telephoning friends and colleagues to dig up details of events which happened between 10 and 20 years ago. The Today programme have failed to interview any of these people who give a contemporary account of events, they have tried and failed to substantiate my involvement in this case when I was leader.

    I felt this was becoming a concerted campaign against me, which is why I wrote a letter, I did not publish, to the BBC in September. I am taken aback that the Today programme has chosen to make a letter which was not for publication, public. I have decided not to appear on the Today Programme today as there is nothing new to say and nothing more that I can add. I am getting on with the important job I have been given, to create a better future for all our children and I have been encouraged by the support and commitment of the professionals with whom I work." The decision by immigration judge Sir Henry Hodge caused a storm of protest last night – led by the victim of one attack. He admitted indecently assaulting 11 women in the past five years and has committed a string of other offences including robbery, burglary, arson and drugs. But Sir Henry – husband of Labour minister Margaret Hodge – ruled that Kendeh should be allowed to stay because he came to the UK at the age of six and has almost no family left in West Africa. To support his decision, he cited article eight of the Human Rights Act, which gives a person the right to a family life.

    david laws David Laws, the man in charge of slashing public spending, was under pressure to resign this afternoon after it was revealed that he funnelled £40,000 of taxpayers' money to his secret gay lover.

    The Liberal Democrat Chief Secretary to the Treasury is facing a sleaze inquiry after he claimed up to £950 a month in expenses for five years which was paid in rent to his partner. Mr Laws was last night confronted with evidence that he could have breached Parliamentary rules on expenses, which ban MPs from renting from spouses or lovers. He issued an apology and announced he would 'immediately' pay back tens of thousands of pounds claimed for rent and other housing costs. The revelations are a setback for the coalition since Mr Laws's casual use of public money will undermine the Government's case for painful cuts to public spending.

    Downing Street released a terse statement last night which said: 'The Prime Minister has been made aware of this situation and agrees with David Laws's decision to self-refer to the Parliamentary Standards Commissioner.' Mr Laws is a multi-millionaire former investment banker who earned a double first in economics at Cambridge. He retired from the City at the age of 28. Facing the expenses revelations in the Daily Telegraph, he chose to reveal that his partner is James Lundie, a lobbyist who used to work for former Lib Dem leader Charles Kennedy. Mr Laws escaped censure by the numerous Parliamentary inquiries into expenses because he had never admitted his homosexuality, meaning officials had no way of knowing his landlord was also his lover.

    He has now referred himself to Parliamentary Standards Commissioner John Lyon, who will investigate whether he broke rules which, since 2006, ban MPs from 'leasing accommodation from a partner'. But between 2004 and 2007, Mr Laws claimed between £700 and £950 a month to sub-let a room in a flat in Kennington, South London, owned by Mr Lundie, who was also registered as living at the property. He sold the flat for a profit of £193,000 in 2007 and bought another house nearby for £510,000. The MP then began renting the 'second bedroom' in this property, funding it with expenses claims of £920 a month. Mr Laws's main home is in his Yeovil constituency.

    In September 2009, Mr Laws switched his designated second home and began renting another flat at taxpayers' expense. In a statement last night he claimed his desire not to reveal his sexuality had led to the unorthodox claims. He said: 'I've been involved in a relationship with James Lundie since around 2001 - about two years after first moving in with him. Our relationship has been unknown to both family and friends throughout that time. 'James and I are intensely private people. We made the decision to keep our relationship private and believed that was our right. Clearly that cannot now remain the case.

    'My motivation throughout has not been to maximise profit but to simply protect our privacy and my wish not to reveal my sexuality.' Mr Laws's excuse for claiming so much public money was that he and Mr Lundie were not 'spouses'. He insisted: 'At no point did I consider myself to be in breach of the rules, which in 2009 defined partner as "one of a couple... who, although not married to each other or civil partners, are living together and treat each other as spouses". Mr Laws' position will not be made any easier by the righteous tone he has previously struck on the issue of expenses

    Although we were living together we did not treat each other as spouses - for example, we do not share bank accounts and indeed have separate social lives. 'However, I now accept that this was open to interpretation and will immediately pay back the costs of the rent and other housing costs.' He added: 'I regret this situation deeply, accept that I should not have claimed my expenses in this way and apologise fully.' He is likely to have to pay back more than £25,000.

    Mr Laws' position will not be made any easier by the righteous tone he has previously struck on the issue of expenses. In a press release on his website from June 18 last year, the Lib Dem declared that because he rented accommodation in London he had made 'no gain from buying a property with help from the taxpayer'. It now appears, however, that his partner did make substantial capital gains on properties that the taxpayer helped fund. Mr Cameron has previously made a point of taking a hard line on expenses abuses among his own ranks, while Lib Dem leader and deputy prime minister Nick Clegg has boasted that his party emerged unscathed from the scandal.

    The episode will also be the first test of how Mr Cameron and Mr Clegg co-operate over man management. Under the coalition protocol that has been hammered out, Mr Clegg must be 'fully consulted' before any Lib Dem minister is removed from a government post. Sir Alistair Graham, former chairman of the Committee on Standards in Public Life, said that it was 'staggering' that the information had only just come to light now. 'I'm a genuinely shocked that somebody who is now Chief Secretary to the Treasury is faced with disclosure of this nature where he clearly hasn't told the full truth to the people dealing with expenses in the House of Commons,' he told the BBC.

    'Given all the expenses farrago that has gone on over the past two or three years the fact that it has come to light now when he is a key part of a coalition government is staggering really. 'How did this not come in the inquiry? Or why, knowing that these matters were spotlight, he didn't come forth himself. 'Even if he was trying to protect his relationship, which would appear has ended, that he didn't want to come out and say, 'There may be some question marks over expenses I have claimed and I would like to clarify the situation before we go into a general election'.'

    Speaking to The Times after news of the row broke, Mr Laws said: 'When I grew up, being gay was not accepted by most people, including many of my friends. 'So I have kept this secret from everyone I know for every day of my life. That has not been easy, and in some ways it is a relief not to have to go on misleading those close to me about who I am.' On Thursday, the newspaper asked him what his family situation was and he replied: 'single'. Asked whether he had a partner he said: 'No'. Last night he said that he wished he had been more open. 'I realise that I have made a serious mistake, because of my failure to be honest about my sexuality. Today has been the most difficult day of my life and I apologise to James, and to all my family, friends and constituents who I have not been honest with about who I am over all the years of my life.'

    He went on: 'I hope that others will now learn that it is time for people to be honest about their sexuality. Keeping secrets is much tougher than telling other people who you really are.' Admitting that his actions would seem 'very strange for many people today' Mr Laws said that this partner, James Lundie, was the only person he had ever had a relationship with. 'Only one person was aware of who I really am - James. I hope that people will understand that fear of loss of privacy rather than desire for financial gain has been behind the problems I now have.' Labour MP Alan Whitehead, a member of the Commons Standards and Privileges Committee in the last parliament, said Mr Laws' position would be 'very difficult' if he was found to have committed 'serious breaches' of the rules.

    'Clearly if the commissioner decides that serious breaches of the rules have taken place, serious misjudgments have been made about his position, then I think his position will be very difficult,' Mr Whitehead told BBC Radio 4's Today programme. 'Certainly on the facts and the way the previous rules operated it is quite clear that David Laws seems to have broken those rules. 'The question I think behind it is the judgment call that he made, and indeed a lot of MPs made judgment calls about the previous rules - some of them disastrously bad. 'That I guess will be the centrepiece of what the commissioner for standards looks at. To decide whether the judgment call that was made by David Laws was indeed one that at least to some extent mitigated what he has done as far as his expenses are concerned.'

    Mr Whitehead pointed out that the police were able to step in and start an investigation if the matter was considered serious enough. Foreign minister Jeremy Browne, a friend and Lib Dem colleague of Mr Laws, told Today: 'I've known David for about 15 years and I can tell you categorically that this is a human story, it's not a financial story. 'He is a deeply private man and he has a personal wish not to have his life put up in lights. 'I think it should be possible to be in politics and serve your country and still maintain a private life at the same time.'

    He stressed that Mr Laws had given up a lucrative City career to go into politics, and could have claimed far more in expenses if he had stated openly that he was part of a couple. The term 'partner' in Commons expenses rules was 'ill defined' and 'not black and white', according to Mr Browne, and the Standards Commissioner would examine that situation. However, put that Mr Laws and Mr Lundie appeared to have been together since 2001, the MP replied: 'I never said it was a casual relationship.' Mr Browne described Mr Laws as 'brilliant' and accused the media of damaging the national interest by 'prying' into his private life.

    'We are in a state of national crisis at the moment,' he said. 'We have somebody, one of the most talented, brilliant politicians of his generation in the Treasury trying to get our national finances back on their feet. 'If we have a national death wish where we want to pull people down and destroy them personally when they have devoted their life to public service, we are in a state of collective self harm.' He added: 'This is a massive distraction, motivated possibly by politics, to tear David down.' Mr Laws had set an 'example of frugality' by claiming less in expenses than he was entitled to over the years, the Taunton MP insisted.

    INVESTMENT BANKER WHO RETIRED... AT THE AGE OF 28

    Born in Surrey in 1965, he was educated at the Roman Catholic fee-paying school St George's College in Weybridge.

    After graduating from Cambridge with a double first in economics David Laws swooped into the city and a successful career as an investment banker. He worked in fixed income first for JP Morgan and then Barclays de Zoete Wedd. He left in 1994 to become economic adviser to the Liberal Democrats and just three year later was the party's director of policy and research. It was his second attempt at Parliament in 2001 that saw him succeed Paddy Ashdown as MP for Yeovil, winning with a majority of 3928.

    Laws was re-elected in Yeovil constituency with an increased majority of 8562 at the General Election in 2005 - the highest share of the vote of any MP in Somerset, Dorset, Devon and Cornwall. Following his re-election Laws was appointed as Shadow Secretary of State for Work and Pensions in 2005, putting pressure on the then Government to overhaul the tax credit system and reform the CSA. A Cabinet re-shuffle in 2007, after Gordon Brown took up the job as Prime Minister, saw Sir Menzies Campbell make Laws the Shadow Secretary for Children, Schools and Families.

    Laws was part of the team that negotiated the coalition deal between the Lib Dems and the Tories and the hard work paid off. He was one of only five Lib Dems to get a Cabinet position and is now Chief Secretary to the Treasury.

    Later, the Chartered Bank also became one of the principal foreign banknote-issuing institutions in Shanghai. In 1862, the bank was authorized to issue bank notes in Hong Kong, a privilege it continues to exercise to this day. Over the following decades, it printed bank notes in China and Malaya. With the Rothschilds' opening of the Suez Canal in 1869 (Jewish Prime Minister Benjamin Disraeli was accused of undermining Britain's constitutional system, due to his lack of consent from Parliament when purchasing the shares with funding from the Rothschild Jews), Chartered was well placed to expand and develop its dope-running and other rackets.     In 1927, the bank acquired 75% of the P&O Bank, which had offices in Colombo, Shanghai, Hong Kong, Singapore, and Canton. P&O Bank also owned Allahabad Bank. In 1957, the Chartered Bank acquired the Eastern Bank, giving it a network of branches in Aden, Bahrain, Beirut, Lebanon, Qatar and the UAE. It also bought the Ionian Bank's Cyprus Branches. Chartered Bank merged with the Standard Bank of South Africa in 1969, and the combined bank became the Standard Chartered Bank. It's motto is "Here for Good" so you know they're evil.

    Chartered Bank Director, Emile Levita married Catherine Plumridge Rée, the daughter of Hermann Philipp Rée (from an prominent Danish Jewish family.) Their children were Arthur Levita, Cecil Levita and Enid Levita. Arthur Levita of Panmure Gordon stockbrokers, together with Sir Ewen Cameron (London head of the Hongkong and Shanghai Bank, and member of the Council for Foreign Bondholders and the Committee for Chinese Bondholders) played key roles in arranging loans from the Rothschild syndicate, including Jacob Schiff, to the Japanese central banker (later Prime Minister) Takahashi Korekiyo to finance the Japanese war against Orthodox Christian Russia in 1905. Cecil Levita was chairman of the London County Council. The Jewess Enid Levita married Sir Ewen Cameron's son. Enit Levita is David Cameron's paternal grandmother. His father, Ian Cameron, was a successful stockbroker, a partner at Panmure Gordon, like his father and grandfather.

    The Conservative leader's comments came in a message to members of the Movement for Reform Judaism, which he used to make pledges on tackling anti-Semitism and education and to appeal for the support of community members in the upcoming election.

    Cameron said: "To me, one of the biggest contributions of Judaism is its understanding of what makes a responsible society. Last summer, I gave a speech to Jewish Care where I talked about this idea. I quoted a phrase of Rabbi Hillel?s which I think captures it beautifully: "If I am not for myself, who will be for me? If I am not for others, what am I?" That urgent, selfless moral compulsion to change the world for the better is right at the heart of the Jewish way of life. If I become Prime Minister, I want to see that idea of responsibility extend right across our society.

    "A key part of that will be about building a stronger, more cohesive society - and that means doing much more to tackle the rise in anti-Semitism. I was appalled when the Community Security Trust told me that there were more anti-Semitic incidents in the first half of 2009 than in the whole of any previous year. We need big changes to root out this extremism - stopping preachers of hate from entering this country, banning those extremist groups who are already here, and doing much more to tackle radicalisation in our universities."

    The man hoping to succeed Gordon Brown as prime minister also touched on a prominent theme of the party's platform. "I want to build a bigger society," he said: "And we can't do that without backing faith-based organisations in the good work that they do. Take faith schools, for example. They are a really important part of our education system and often have a culture and ethos which helps to drive up standards. Through our school reform plans, there will be a real growth in new good school places, and I'm sure some of these will be in faith schools."

    Cameron also spoke of learning about his ancestors, the Levitas, as a personal highlight. He said: "I am a great admirer of the Jewish people and your extraordinary achievements.     This is Gordon Brown’s new model army of snoopers, which is gaining new home invasion powers at the rate of two a week. The Prime Minister promised a crackdown on them in 2007 but it is Conservative peer Lord Selson who is leading the fightback. His private member’s Powers of Entry Bill has created a full list of the bizarre and obscure legislation that gives thousands of jobsworths the right to enter your home.

    The list, due to be published next week, would be used by a Conservative government to launch consultation with councils and Whitehall aimed at striking out scores of out-dated and unnecessary laws. And the Tories have promised that whatever laws remain, no official will ever be able to enter your home again without obtaining a court warrant first. From checking the energy rating on your fridge, to ensuring you are not working on an atom bomb in the kitchen – our snooper laws are as far-reaching as they are bizarre. Officials can gain entry using the same level of powers to search for cluster bombs as they can for a clutch of eggs. Lord Selson’s third attempt at curbing these ridiculous laws could become law before Parliament breaks up.

    Lord Selson has won praise from civil liberties groups for his dogged determination over two decades to rein back the snoopers. He said: “People should not be allowed to go into someone’s home, search it and seize data without a court order or a warrant. I just believe in individual freedom.” He had to hire a private team to create a full list of powers of entry because Whitehall departments could not provide a list of all their sprawling snooper laws. Alex Deane, director of Big Brother Watch, said 20,000 town hall officials have the right of entry. “In the end every house will have something about it that means officials can gain access to your home,” he said.

    In 2007 Mr Brown said he shared “the concerns about the liberties and rights of the citizen”. Now there are 418 pieces of legislation which allow council officials to enter your home without a warrant. Labour has merely promised a consultation document if it is re-elected and a “draft code of practice” on powers of entry.

    Civil servants charged astonishing £1bn for taxi rides, restaurants and hotels to state credit cards.

    Trevor Phillips, head of the Equality and Human Rights Commission, paid a total of £6,395.66 on his Government Procurement Card.

    Civil servants have gone on a multi-billion pound expenses spree using credit cards paid for by the taxpayer. More than 140,000 senior public sector workers used government-issue cards to spend a fortune - some of it on fine dining, wine and £100 taxi rides. In 2009 alone they spent almost £1billion, four times as much as in 2002 and enough to pay the salaries of 50,000 nurses. Since 2002, the total has reached £5billion. Controversial equalities chief Trevor Phillips racked up more than £6,000 over two years, including a £94 bottle of wine. Checks were so lax that one civil servant with a love of appearing in musicals paid thousands to firms involved in set production and sheet music.

    Some 141,000 civil servants and quango chiefs have access to 'government procurement cards' to pay bills rather than having to submit receipts and claim money back. While the claims are not unlawful, the revelations at a time of economic crisis could undermine confidence in the civil service just as disclosures about MPs' expenses undermined trust in Parliament.

    Former independent MP Martin Bell, who campaigns against sleaze, said last night: 'The rules and standards we now expect our MPs to adhere to should apply to civil servants. 'This is a time for frugality - and all those who abuse their expenses should leave their jobs. Period.' Matthew Elliott, chief executive of the Taxpayers' Alliance, said: 'This is a terrifying sum to be racked up on credit cards, and it's even more sickening that the money is being spent on fancy meals.

    'These cards should absolutely not be a bottomless pit, but should have tightly defined limits. The high number of people who are being given this facility opens up the possibility of it being abused. 'This huge figure will no doubt be viewed as an insult by the thousands of low-paid council workers living with the fear of public sector cutbacks.' The coveted cards, issued by companies like RBS and Barclaycard, are available only to top state workers, including quango bosses, council chief executives and senior civil servants. The government insists the scheme saves the taxpayer money because fewer staff need to be employed to oversee it.

    Stephen Macvicar faced a probe last year after allegedly 'misusing' his card to fund his musical theatre passion The new figures, obtained under a Freedom of Information request, show that leading claimants included Paul Leinster, chief executive of the Environment Agency, who clocked up £31,181.59 from June 2008 to March 2009 - including more than £17,000 on hotel bills and £734 on a dinner for 13 agency staff. He also charged £1,400 for staff to attend both Tory and Labour conferences.

    A spokesman for the agency said Mr Leinster 'often has to stay in a hotel several times a week and take long train journeys' and added: 'Wherever possible, Paul uses the best value hotel.' Last year Stephen Macvicar, a procurement manager at the Department of Culture, Media and Sport, faced a probe last year for allegedly 'misusing' his GPC to fund his passion for musical theatre. The 41-year-old was sued by his former bosses for £58,000 after it was claimed he used the card to stage amateur dramatics productions - including one in which he played the greedy Mr Bumble in Oliver!

    Local councils also racked up huge claims. At Canterbury city council, 91 corporate card holders spent £156,000 last year, of which £18,571 was on 'hotels and resorts', £1,052 on 'cruise liners' and £1,159 at 'toy shops'. Last night the council said all bills had been checked and were 'reasonable and appropriate'. The Office of Government Commerce says GPCs are issued to buy 'high volume, low value goods and services - from office supplies to taxi fares'.

    But they also let holders directly buy flights, hotel accommodation, and business breakfasts and lunches as well as paying 'entertainment' costs. Applicants can use vague headings like 'travel', ' subsistence' and 'other'. A spokesman for Buying Solutions, the government agency which runs the scheme, insisted it has generated savings by 'streamlining' expenses. He said there were 'no figures available' on card users being disciplined or cautioned for misuse. Last night the Tories promised to reform the scheme.

    Philip Hammond, Shadow Chief Secretary to the Treasury, said: 'It's one thing to have a card system to order supplies for government offices but quite another to use them like expense accounts for highly-paid quangocrats. 'A Conservative government will keep a rigorous check on the personal expenses of top civil servants.'

    Enterprise tsar Lord Sugar has donated £400,000 to the Labour Party, he announced.

    The Labour peer said he gave the boost to the party's coffers to assist with its running costs during the General Election campaign. Lord Sugar, star of BBC show The Apprentice, said he had donated cash during previous campaigns. In a statement released to the Press Association, he said: "I can confirm that I have today agreed a donation of £400,000 to the Labour Party.

    "When I have made political donations in the past, I have always done so at the time of a general election to assist in campaign running costs. "I adopted this policy in 1997 and 2001 and am doing the same again this time." The donation is the biggest the peer has made since he gave £200,000 in 2001 and £150,000 in 1997.

    Labour welcomed the donation, which will be a boost to Prime Minister Gordon Brown as the party trails in the polls. Business Secretary Lord Mandelson(Homosexual and jewish) said: "Lord Sugar has announced he is making a donation of £400,000 as he has done in previous elections. "Lord Sugar is a great example and a powerful voice for British enterprise and the values of hard work and I'm very pleased that, as in 1997 and 2001, he has again chosen to show his support for Labour and our vision of a future fair for all at this General Election."

    One major difficulty which had become apparent was the position of freemasons. The provisions of the bill against the use of secret oaths in societies potentially placed freemasons in a difficult position, although arguably these oaths were outside the scope of bill since they were not seditious. More problematic was the requirement that initiations should take place in a public meeting.

    The grand lodges must also have been uneasily aware that they did not have a comprehensive register of members of the sort required by the bill, and that the compilation and distribution of such a register would have been an enormous undertaking. The two English Grand Lodges and the Scottish Grand Lodge had quickly taken action to try and deal with these problems before the bill got to committee. On 30 April, the day on which the bill received its second reading, Pitt received a request for a meeting with masonic representatives, and a delegation went to Downing Street on 2 May. The masonic representatives included Lord Moira, Acting Grand Master of the Grand Lodge of England, the Duke of Atholl, Grand Master of the Ancients' Grand Lodge and Past Grand Master Mason of Scotland, as well as other grand officers.

    The most important official record of this meeting is a note in the minute book of the Hall Committee of the Modern Grand Lodge, reporting that the Prime Minister had 'expressed his good opinion of the Society and said he was willing to recommend any clause to prevent the new act from affecting the Society, provided that the name of the society could be prevented from being made use of as a cover by evilly disposed persons for seditious purposes'. William White, Grand Secretary of the Moderns, afterwards recalled the meeting in similar terms, recalling that Pitt 'paid many compliments to the Society and said there was no imputation against its conduct, and that it was only wished to adopt some regulations to prevent the name of our Society from being perverted by bad people to a cover for their machinations against the government'. Lord Moira also subsequently recalled how 'I have pledged myself to His Majesty's ministers that should any set of men attempt to meet as a lodge without sanction, the Grand Master, or Acting Grand Master (whomsoever he might be), would apprise parliament'. Pitt himself reported to the House of Commons that the freemasons 'were very ready to acquiesce in any security the legislature would require from them for the tranquillity of the state'.

    However, it seems that Pitt probably also pointed out that the government had worrying information which suggested that the masons needed to be more vigilant. Among the documents which had been shown to the secret committee was a letter sent to the Home Office by John Waring, a catholic priest at Stonyhurst, who described how an Irishman named Bernard Kerr had told him he was 'a freemason, a Knight Templar, and belonged to a society of people who called themselves United Englishmen'. Kerr had shown him the printed rules of the United Englishmen, which he kept in a large portfolio together with his papers of admission as a Knight Templar. These concerns about connections between the United bodies and freemasonry were not idle. Many of the United Irishmen were freemasons and many features of their organisation, such as the use of oaths and secret signs, were drawn from masonic models.
