Costa Del cops slammed for buying Spanish villa

WEST Midlands Police Federation is under fire for using its funds to buy a villa on the Costa Del Sol. The union, which represents rank and file officers, has been attacked by one of its members who claims the money should have been put to better use – on the National Police Memorial or Help for Heroes. And there are concerns about the federation’s decision to buy a property in an area of Spain renowned for being a favoured destination for crooks on the run.

The concerned cop, who does not wish to be named said: “I cannot believe the federation, nationally, is on its knees, and on the quiet, West Midlands is buying a villa. “How dare it vote on such a thing. It should poll the whole force.

“I am certain the cops would rather the money went to the National Police Memorial or Help for Heroes.” The Costa del Sol has been dubbed the Costa del Crime and has become a haven for fugitives suspected of murder, armed robbery, drug smuggling and other offences over the last 30 years. It was famously depicted in the multi-award winning thriller Sexy Beast starring Ray Winstone as ex-con and expert safe-cracker Gary “Gal” Dove. and Ben Kingsley.

The federation’s joint branch board voted to buy the property, for an undisclosed price, in October but has yet to decide whether it will be made available to officers in the force to use. Federation chairman Andy Gilbert stressed the money used for the purchase did not come from members’ subscriptions. Last night he angrily rejected claims that the move was inappropriate, and strongly defended the federation’s decision to buy the villa.

He said: “The money used to buy the villa did not come from members’ subscriptions, it came from the business side of the federation, which makes its money through group insurance schemes and things like that. “This is not a secret decision, it is all laid out in our minutes which were sent to federation representatives. “This is a sound capital investment. As for who will use it, that has not been decided.

“Unfortunately we cannot just stuff our money into a wardrobe and hope for the best. We need to invest it. “We have only had one single complaint on this issue and it is absolute nonsense. “We probably would have been criticised if we had not made the investment. “This is just someone being mischievous, the type of person who is always complaining that the reps are always off on jollies or stuffing their face at free buffets.”

A select group of quangocrats are earning up to £5,000 a day for part-time work on state agencies, authorities and commissions, research reveals. Among them are quango 'kings and queens' who jump from state job to state job with the help of Government patronage. The report found that nearly 1,000 individuals made an average of £356 a day last year from their state-appointed positions as board members of public bodies.

Among them 92 quango chairmen earned on average £642 a day - with the best-paid, Sir Callam McCarthy of the Financial Services Authority, taking home £4,972 a day. Quango board members regularly sit on more than one publicly-funded body, the TaxPayers' Alliance report found. It looked at 100 of the biggest quangos, which provide paid seats for 932 board members, including 96 chairmen.

On average a quango chairman picked up £49,793 last year for a two or three-day week. Ben Farrugia of the TaxPayer's Alliance said: 'Our study suggests that instead of serving taxpayers' interests, some non- executive members and chairs may put their quango's interests first. 'Many senior figures are career quangocrats, moving from one quango to another.

'With a pressing need to save money by cutting these quangos back, these individuals could be a serious barrier to any Government hoping to save money. 'Serious action needs to be taken to increase democratic control over quangos so they are genuinely accountable to ordinary people.' The report found that 1,620 people were appointed to places on the boards of quangos and NHS advisory bodies in the financial year that ended in March.

One in six chairmen said they were politically active, with Labour supporters outnumbering Tories by more than eight to one. However, the report said that in the last year the Conservatives were in power, quango appointments-were skewed in the same way towards Tory supporters. On average, a quango board member took home £8,538 - mainly for attending occasional board meetings. Of the 932 quango board members, 47 served on more than one public body. The report said: 'Quango board appointments are something of a carousel, with members and chairs repeatedly moving from one board to another.'

'Named and shamed'

MPs called yesterday for public sector organisations who pay excessive salaries to managers to be 'named and shamed' by a Top Pay Commission, they said. The Commons Public Admininstration Select Committee said the watchdog should be created to police benchmarks for pay. It also called for public sector salaries and bonuses to be published, in the same way as those for private firms.

Death of free speech: Is Britain becoming the censorship capital of the world?

Simon Singh, a science writer, is being sued for libel by the British Chiropractic Association for describing some of its treatments as 'bogus'. Britain has a historic and international reputation as the home of free speech. Yet in recent times it has been developing an altogether contrary reputation as the country where free speech is being steadily suppressed, courtesy of the English legal system and in particular the law of libel. The latest victim of this phenomenon is a Danish radiologist, Dr Henrik Thomsen. At a scientific congress in Oxford, he claimed that some kidney patients at his hospital had contracted a potentially deadly condition after taking the drug Omniscan. As a result, he found himself being sued for libel by the makers of the drug, a subsidiary of General Electric called GE Healthcare.

The company has denied that it suppressed information about the drug and said it is safe for 99 per cent of patients. This is merely the latest in a string of alarming cases in which the English libel law has been used to gag debate that is overwhelmingly in the public interest. Several of these cases involve scientific or medical issues. Simon Singh, a science writer, is being sued for libel by the British Chiropractic Association for describing some of its treatments as 'bogus'. And Peter Wilmshurst, a consultant cardiologist, is being sued by a U.S. company, NMT Medical, after he questioned the effectiveness of a new heart implant device.

Integrity

Far be it for me to suggest that any of these allegations is true. But after raising such matters, serious scientists are being hounded to retract their claims. Yet science depends upon scientists making such critical observations. Trying to gag them surely amounts to an abuse of the libel law and threatens the very integrity of science itself. The idea that libel can be used like this to stifle discussion of the possible dangers of medical treatments will strike many as utterly intolerable. The reason it is happening is that, unlike equivalent laws in other countries against defamation, English libel law is the most draconian in the world. The law of libel has long been the bane of journalists' lives. But now it has become something altogether more sinister and frightening It places the burden of proving that a statement is true on the person who has made it. This means in practice that from the start the cards are stacked against the defendant and in favour of those who are bringing the libel suit.

This is justified on the grounds that anyone who makes a possibly libellous statement is thought to be best placed to prove the truth of the information they claim to have. But although they may have good reason to believe that something is true, it is often difficult to prove it - not least because to do so may involve gaining access to further information which only the person bringing the libel suit actually possesses. So even if someone has what by any normal standards would be regarded as a justified case for making such a claim, this is not enough to prevent them from losing a libel case. In other countries, by contrast, a malicious intent behind such claims has to be proved in order to win such a case. But in Britain, people are being sued successfully for making reasonable statements. The law of libel has long been the bane of journalists' lives. But now it has become something altogether more sinister and frightening. Rather than a form of legal redress for unjustly sullying someone's reputation, it is increasingly being used by wealthy individuals or organisations as a weapon to stifle politically or commercially unwelcome views.

Because of the difficulty of proving what may be unprovable, those who express such views are intimidated by the prospect of losing such a case - and then having to pay astronomical legal costs to multinationals or wealthy individuals who can afford to keep racking up the final bill. So scientists, academics, authors, journalists and others are effectively censoring themselves for fear of becoming trapped in a ruinous libel suit - or are being forced to back down and apologise for statements they still believe to be true. Rachel Ehrenfeld, author of Funding Evil, which was banned after a Saudi successfully sued her in Britain even though the book was not published in the UK More sinister still, the courts are being used by Arabs and radical Muslims to shut down discussion of Islamic terrorism or extremism. In what appears to be a co-ordinated campaign - aided and abetted by certain English law firms - writers who draw attention to suspected terrorism networks or extremist statements find themselves promptly served with a writ for libel.

The fact that the grounds for such lawsuits are often preposterous is all but irrelevant given the intimidatory effect of the apparently bottomless pockets behind them. Such 'libel tourism' is proving a chilling weapon in the armoury of those who are waging Islamic holy war. It is also turning Britain into an international pariah as the country whose courts are now the most hospitable in the world to attempts to stifle discussion of Islamic extremism. In one infamous case, U.S. author Rachel Ehrenfeld was sued for libel in Britain over her book Funding Evil about the Islamic terrorist money trail. Her book was not even published in the UK. But 23 copies sold over the internet which were shipped to Britain opened her up to a libel suit, in which she was ordered to pay £130,000 in costs and damages. This case has led a number of U.S. states to pass a special law to prevent English libel judgments from being applied to books published in the U.S.

Britain has now become the global centre for this kind of legal censorship over a growing range of issues. The rich and powerful flock from all over the world to use its courts to stifle scrutiny of their affairs. And, by definition, the public are unaware of such suppression since, because of the risk of libel, no one can tell them what it is they are not being allowed to know. The result is that there are increasing occasions where rogues, malefactors and incompetents are getting away with extremism, negligence or other bad deeds without any public scrutiny at all.

Outcry

Now a campaign backed by many eminent people has got under way to reform the libel law. MPs who have been slow to respond to this growing threat suddenly woke up recently when it reached Parliament itself. The attempt by the law firm Carter-Ruck to prevent the Guardian newspaper from reporting a Labour MP's question about the alleged dumping of toxic waste by the oil trading company Trafigura, on the grounds that this would break an injunction against reporting such allegations, was seen as a direct challenge to the supremacy of the legislature. The resulting outcry forced Carter-Ruck to back down, but the threat to Parliament has apparently not disappeared. Anything MPs say in the chamber of the Commons has immunity from libel. But according to Index On Censorship, the Speaker's Office has now advised the House of Commons that, contrary to previous reassurances, MPs do not have the same legal protection for statements they make elsewhere in Parliament, such as in committees or other public meetings. And meanwhile, in the past few days the BBC has apologised to Trafigura and paid £25,000 in libel damages for claims made on BBC2's Newsnight about waste dumping - in a case which some experts had estimated would rack up costs of around £3million if the BBC had fought it.

Of course, those whose reputations really are traduced must be able to obtain justice. But such corporate or individual intimidation courtesy of the English libel law must be stopped if Britain is not to exchange its reputation as the crucible of free speech for that of the laughing stock of the world.

Secret correspondence between the Government and Buckingham Palace concerning the growing public cost of the Royal Family is to be released to The Independent after three years of campaigning.

In a far-reaching ruling, the Government must disclose more than 100 letters and memos written by ministers and members of the Royal Household during negotiations over public subsidies paid to the Queen for the upkeep of her palaces. The Information Commissioner's decision deals a severe blow to the Royal Family's efforts to ensure correspondence between the Palace and the Government is not caught by the public's right-to-know law. Royal aides warned ministers that they did not want the letters disclosed to The Independent.

But the Deputy Commissioner, Graham Smith, said the public interest in releasing the letters and other documents outweighed the Royal Family's right to protection under the Freedom of Information Act. He said: "[The Commissioner] believes that disclosure of the requested information would enhance public awareness and understanding of the funding and accommodation arrangements of the Royal Household and this would be in the public interest." The Government had also argued against disclosure because it claimed that publishing the documents would inhibit the free and frank exchange of views between ministers and so prejudice the conduct of public affairs. But again the Commissioner said the exemption was overruled by the public interest and that disclosure would "increase transparency and accountability" in the awarding of grants to the Royal Household.

He said that by withholding the information, the Department for Culture, Media and Sport (DCMS) had breached the terms of the Freedom of Information legislation, which Labour introduced in 2000. The Government has been given 35 days to surrender the correspondence to The Independent. MPs and republican groups have criticised the lack of transparency over the public money given to the royals, who have spent £41.5m in 2009; £1.5m more than last year. The documents will shed light on the extent of the financial crisis at the Palace as the Queen tries to balance her books. A small number of the letters concern an application for a public subsidy for energy-saving measures, as well as money spent on security lighting and cameras. But the contents of the vast majority of the correspondence will not be known until it is handed over to The Independent.

Some of the information held contains "free and frank commentary" on the decisions being taken by the DCMS. And the Commissioner said that while he recognised that this correspondence was of a "candid" nature, it was in the public interest to understand how public money was spent and how the Government had responded to requests for funding from the Royal Household. Palace officials admit they are still locked in a battle with Whitehall after the DCMS rejected a request for extra funds to repair the crumbling royal palaces, leaving the Queen in despair at her "patch and mend monarchy". The backlog in essential maintenance is estimated at £40m, but staff have been given just £15m for the year. The Queen is also negotiating with the Government over an increase in the Civil List. But MPs and taxpayers' groups want a greater say in how the Royal Family is subsidised after a string of scandals over public money being spent on minor roles.

This year it emerged that £250,000 had been spent on redecorating Princess Beatrice's university accommodation. The cash helped redecorate a private four-bed apartment at St James's Palace for her use while she is a student. Last year Prince and Princess Michael of Kent were made to pay rent of £120,000 a year to stay in their Kensington Palace apartment, after almost seven years of paying only a nominal fee. Buckingham Palace has said that the royal couple will be charged the full commercial rate from 2010 to remain in their five-bedroom, five-reception home. The move followed demands by MPs on the Commons public accounts committee that full rent should be paid for the property after it emerged that the prince and princess were paying a nominal amount. Under a financial memorandum drawn up between the Government and the monarch, there is an obligation on the Royal Household to provide officials with easy access to any documents which have a bearing on the public cost of the accommodation of the Queen. It is this correspondence which the Information Commissioner says should be disclosed in the public interest.

In his ruling in favour of the The Independent, the Commissioner disagreed with ministers' contention that if the information was made public it would have a "chilling effect" on the future disclosure of private documents to the Government. The Deputy Commissioner concluded: "The content of the information is such that it does not relate to the personal privacy of any member of the Royal Family, but rather the discussions relate to the spending of the Grant in Aid which is specifically in relation to the maintenance and upkeep of the Royal Household. In the Commissioner's view, disclosure would not undermine the privacy of nor the constitutional position of the Royal Family."

Yet the Palace contends: "It is particularly worth recognising that information that interests the public may not be the same as that which would be disclosed in the public interest. It is a fundamental constitutional principle that communications between the Queen and her ministers and other public bodies should remain confidential, and that the political neutrality of the Queen and the Royal Family, and the Royal Household acting on their behalf, should be maintained." A spokesman for the DCMS said that Government lawyers were considering the implications of the ruling and would respond in due course.

Thug Walid Salem boasts he is untouchable as the householder he tormented is jailed.

A career criminal who violated a man's home with two other knife-wielding thugs boasted that the law could not touch him. Walid Salem, 57, was set free by a judge while Munir Hussain, the householder, was jailed for two-and-a-half years. In court Munir's wife Shaheen, 49, who has recently suffered a stroke, described her ordeal. After the raiders burst into their home, she said: 'They were hitting my husband. When I asked them to stop or looked up they started hitting him again. 'They told us to lie face down and not speak, or they would kill us. It was very terrifying. Just thinking about it makes me shiver.' Munir, 53, a self-made millionaire businessman, managed to escape and he and his brother Tokeer chased Salem as he fled. After catching him, 'in the agony of the moment' they beat him with weapons including a cricket bat which broke into three.

Salem suffered a fractured skull, a broken jaw and brain damage. Munir's brother Qadeer, 45, said yesterday that Salem bragged outside court he would not go to prison for threatening to kill Mr Hussain, his ill wife, and three children. Qadeer, an IT consultant, said: 'Outside he was deliberately talking loudly to his son, saying, "The law cannot jail me".' The words proved to be prophetic, for Salem was given only a two-year supervision order. But then Salem, unlike the man whose home he invaded, has had plenty of experience of the criminal justice system - and he has rarely received much more than a slap on the wrist. As the Daily Mail can reveal in detail for the first time, Salem has a shameful list of more than 50 convictions that stretch back to 1980. Despite crimes including possessing a firearm, 22 fraud offences and 27 of theft, the longest sentence Salem ever received was 42 months, of which he would have had to serve only half.

Ironically, Salem posed as an upstanding member of the community, even helping to organise the Neighbourhood Watch at his home in Borehamwood, Hertfordshire. Sylvia Hodgkinson, who lives in the same block of flats, said: 'He thought Britain was in a dire way. He was angry about youths drinkingand vandalising property. He felt things were not under control, that other countries dealt with it better.' Salem, who was born in Cairo, has a son aged 28 and 20-year-old twins, a son and daughter. He is now thought to be living in a criminal rehabilitation centre. Meanwhile Munir and Tokeer Hussain were convicted of causing grievous bodily harm. The brothers insist they used no more than reasonable force and claim that Salem's serious injuries were not inflicted by them, but by a group of youths who were driving by and came to their aid. They are seeking to appeal against their convictions and sentence.

Munir will be represented by Michael Wolkind QC, who acted for Tony Martin, the Norfolk farmer who shot dead a burglar at his home.

Torment of a family still living in fear

Munir Hussain's life as he knew it ended on September 3 last year. Until then, the successful businessman had been well known and esteemed among High Wycombe's Asian community. He was involved in numerous local projects, but the one of which he was perhaps most proud was his campaign to save his former school from demolition and have it turned into a young people's centre. His wife, Shaheen, 49, the mother of his three children, was an equally popular figure who would always create a sumptuous spread when the pair were hosting an event. If anyone had a problem, it was to the Hussains' house they would go for advice. The police, too, often sought Mr Hussain's advice, most notably during tension which followed the arrests of terror suspects in the area in 2007. He was known as 'The Peacemaker'.

But everything changed one night last year when Munir and his two sons returned from the mosque and were threatened at knifepoint by a gang of three men wearing balaclavas. They and Munir's wife and daughter were forced to lie on the floor and were told they were going to be killed, and their terrifying ordeal ended only when Munir and his son, Samad, broke free and chased one of the intruders, career criminal Waled Salem, into a neighbour's garden. Salem was then subjected to a ferocious attack which left him with a permanent brain injury and a fractured skull.

Witnesses said about four Asian men were seen battering Salem with implements including a hockey stick and cricket bat. Munir and his 35-year-old brother, Tokeer, were convicted of inflicting grievous bodily harm with intent and this week Munir was sentenced to 30 months in jail while his brother was sentenced to 39 months. The story has provoked a storm of debate over the rights of homeowners to defend themselves when their family are threatened in their own homes.

The fact that Munir Hussain is now in prison while the man who broke into his home is free - having been given only a two-year supervision order - is seen as a terrible injustice by many people. So what has the impact of this shocking series of events been on Munir and his family? fear Munir may be suicidal. His barrister, Michael Wolkind QC, says: 'We are afraid he will harm himself and it won't just be a gesture.' Munir, 53, has told his solicitor Razi Shah that the conviction has left him stunned. He reportedly told him: 'I just can't understand a justice system that would jail me for trying to save the lives of my children. 'I don't know what I was supposed to do. I thought the jury would have families and have some idea what the terror of their children being threatened is like. Every Briton desperate to protect their family from criminals could end up like me.'

Speaking publicly for the first time, Qadeer Hussain, the brother of Munir and Tokeer, reveals the devastation the family has suffered as a result of the incident. Munir's wife and their sons Awais, 21, Samad, 15, and 18-year- old daughter Arooj, are living in terror after police told Munir they had received information that their lives were under threat. Qadeer, a 45-year-old computer network designer, said that after the attack, Munir's personality dramatically changed. 'As the eldest sibling of the family, he was probably the most calm, he would think about things before he did anything,' he said. 'He was not the type of person who would worry about about anything. But since this incident, he has been distraught. He put in alarms at his home and security cameras. 'He pretty much became a prisoner in his own house. He believes the two other men who were with Salem are still at large, and he doesn't know if they are going to come back.' According to Qadeer, Munir's wife - whom he married in 1983 - has also retreated into herself and is deeply traumatised. She had a stroke a few years ago and suffered a second during her husband's trial. 'When I visit, she doesn't say a word,' said Qadeer. 'She used to visit all the family's houses in the road pretty much every day. She doesn't go out of the house any more.

'She is extremely fearful for her children and herself, and her husband not being there makes it even more difficult.' One of the hardest things for the family, however, has been seeing the impact on the brothers' 80-year- old father, Zaman Ali. Already in frail health following a stroke, he has suffered two heart attacks since the break-in. He brought his family to Britain in 1964 from Pakistan-controlled Kashmir, where he worked as a farmhand, in search of a better life, and took work as a labourer. Qadeer says his father instilled in his sons a strong sense of community. 'We come from a very humble background. But my father has vision. He set up a school in Pakistan for girls to take them beyond primary education. My father brought my brother Munir here to educate him, to live in a civilised society. 'My father once told Munir off for having a parking ticket. That was the mindset of our parents.' In High Wycombe, Munir went to Green Street Community School, and later when the council wanted to close it, he was instrumental in turning it into a community centre.

Munir trained as an engineer but later founded a soundproofing company, Soundsorba, which now has an annual turnover of £2.5million. His brother Tokeer works for it. Munir's son Awais said the ambush was 'every family's worst nightmare'. 'These men were wearing balaclavas and holding 12in knives to our necks,' he said. 'They punched me and my father repeatedly in the head and face and pushed us all to the floor. 'My father tried to reason with them, saying, "Take everything we have - just don't hurt us". But the men were sneering and shouting, "We're gonna f*****g kill you". 'My sister and mother were crying hysterically. We all thought we were going to die.' Qadeer assumes the gang wanted to rob them. 'You force the family to say where money is hidden, or whatever.

'After his son Samad escaped, Munir had no idea where he was. He was thinking his son could have been kidnapped, could have been killed.' After the incident, Munir was taken to a police station to make a victim statement, but arrested that night. 'He was put in a police cell and detained; he didn't get the opportunity to speak to anybody,' said Qadeer. 'In the the six or seven days he was locked up, he worried all the time about what was happening to the rest of his family. 'Knowing that two men who had broken into the house were still at large was absolute torture for him.' Before the trial, Munir was granted bail. 'I'd visit him at home and most of the time he'd be staring into space. He wasn't interested in doing anything else.' says Munir's son Samad has also been deeply affected. 'He was a cheerful lad but this has scarred him for life. When I try to cheer him up there's no response. Munir's daughter Arooj also doesn't go out of the house any more.'

Qadeer says his father is trying to be philosophical about what has happened. 'His attitude is that we just have to be strong and carry on.' Munir and his brother are locked up in HMP Bullingdon in Bicester. The family solicitor visited them on Thursday. 'Munir was being brave and trying to be practical about adjusting to his new environment,' said Qadeer. 'He was, naturally, worried about his family. 'We don't live a normal life any more. We feel Munir and Tokeer have been harshly dealt with.'

Meanwhile Egyptian-born Waled Salem, 57, is a free man. He received a two-year supervision order for aggravated burglary and false imprisonment after being deemed not fit to plead. How does Qadeer feel about Salem? 'For any civilised person to go through what my brothers have and realise the person who has done it to them had 52 previous convictions including for firearms - which is what emerged at the trial - I find it difficult to understand. 'He's been a career criminal since 1981 and he's walking the streets. 'He's been caught more than 50 times, how many times has he got away with it, and not been caught? A campaign group which claims to represent the interests of ordinary taxpayers is using a charitable arm which gives it access to tax relief on donations from wealthy backers, the Guardian has learned. The Conservative-linked Taxpayers' Alliance, which campaigns against the misuse of public funds, has set up a charity under a different name which can secure subsidies from the taxman worth up to 40% on individuals' donations. In one example, Midlands businessmen said they channelled funds through the Politics and Economics Research Trust at the request of the Taxpayers' Alliance after they asked the campaign group to undertake research into policies which stood to damage their business interests. The arrangement allowed the Taxpayers' Alliance to benefit from Gift Aid on the donations, a spokesman for the donors said. Labour politicians attacked the apparent scheme as hypocritical, and tax accountants warned it could breach charity law, which states that organisations may not be charitable if they have political purposes. Regulators at the Charity Commission have opened several assessment cases and are scrutinising the arrangements.

"The Taxpayers' Alliance appears to be exploiting the taxpayer rather than protecting their interests as they claim to do," said John Prescott, the former deputy prime minister. "This body ought not to be subsidised to pursue its political goals. They have now become properly the non-taxpayers' alliance." The Taxpayers' Alliance is one of the most influential pressure groups in the country and has established close links to the Conservative party frontbench. It campaigns for less waste in government and lower taxes, and earlier this year it emerged that it is funded by leading Tory donors. It claims to represent "a grassroots army of 32,000 supporters" but it has also emerged that a director of the alliance, Alexander Heath, does not pay British tax and lives in France. Its chief executive, Matthew Elliott, strongly denies the alliance is "a Conservative front organisation", but it is influential in Conservative circles. In October the shadow chancellor, George Osborne, proposed a public sector pay freeze which had been recommended a month earlier by the alliance, and Elliott, who describes himself as "a free-market libertarian", proposed that no public worker should earn more than the prime minister without the chancellor's approval before Osborne announced it. The Charity Commission's records show the charitable arm was established as the Taxpayers' Alliance Research Trust in 2007, before changing its name to the Politics and Economics Research Trust. Elliott is named as its main contact and the trustees include leading Taxpayers' Alliance supporter Patrick Barbour, the founder of Reform, a free-market thinktank which advocates lower tax and public spending. Until he became leader of the UK Independence party last month, Lord Pearson of Rannoch was also a trustee.

The trust received donations worth £373,230 in 2008 and approved 29 grant proposals amounting to £278,520 with the stated aim "to advance the education of the public" and to "promote for the public benefit research into matters of public taxation, public policy, applied economics and political science". Unusually for a charitable trust, the accounts do not name the grant recipients. The Midlands Industrial Council, a powerful business group which has donated £1.5m to the Conservatives since 2003 and represents the owners of private companies in the car, haulage, property and construction industries, said it has donated both through the Taxpayers' Alliance, which as a company does not attract tax relief on donations, and the Politics and Economics Research Trust, which does. "The charitable arm is where specific projects are being researched on specific topics," said David Wall, the council's secretary. "We donated for work they were doing predominantly on congestion charging. When there was talk of it coming to Birmingham, we asked them to look into road charging to see what the likely effect would be on the haulage industry. We were asked for funding to the charity which means they can benefit from gift aid. I know that some industrialists made donations through the charitable arm."

Asked about the impression that the alliance was in effect benefitting from a subsidy from taxpayers to carry out work funded by rich businessmen, Elliott declined to comment. "I will talk about the work of the Taxpayers' Alliance, I will talk about Christmas, but I don't want to talk about this," he said. "We are confident that our funding arrangements fall within the law and the guidance of the Charity Commission." The Charity Commission's guidelines on campaigning and political activity state that "an organisation will not be charitable if its purposes are political". It states that trustees must not allow the charity to be used as a vehicle for the expression of the political views of any individual trustee or staff member.

A leading tax accountant said it was extraordinary that the alliance appeared to be benefitting from charitable tax relief. "Donors are typically saving tax on their contributions and so the government is chipping in between 20% and 40% to help the Taxpayers' Alliance with its work," said Mike Warburton, a tax specialist at Grant Thornton. "Your readers may be surprised that an organisation which argues for lower taxes and lower public spending is asking the government to do that for its research arm." The Charity Commission has opened several "assessment cases" prior to a possible investigation.

Spy thriller from Bat Yam takes Egypt by storm

'Cousins' stars ugly, racist Israeli as Jewish state is depicted as arch enemy No. 1. Despite box office craze, some think script is bad and Tel Aviv is as glamorous as ever

The movie "Cousins" ("Welad Ela'am") has won huge popularity in Egypt. Even three weeks after its debut, it's nearly impossible to get tickets to the movie in Cairo and its surroundings. The spy thriller, which takes place in Tel Aviv and compares Israelis to Nazis, is a hot topic on talk shows and has its stars putting in many long hours of interviews with the Arab media. Though the production studio is miffed that sales figures have been distorted in favor of the comedy "Amir the Sailor," the movie's main competitor on the charts. However, the company is proud of the record income of 14.4 million Egyptian liras (about $2.5 million) it raked in within just the first two weeks.

At the beginning of the movie, we see an Egyptian father taking his wife and two children sailing off the shores of Egypt. In the middle of the sailing trip, the true story comes forth. The father, Daniel (Sharif Munir), is a Mossad agent who decided to kidnap his wife Selwa (Mona Zaki) and two children to Israel. He injects his wife with sedatives and brings her and the children to Israel. A short time later, the family wakes up in a luxurious home in the "Bat Yam neighborhood" of Tel Aviv and opens the window to see a huge Israeli flag. Selwa understands that she has awoken into a "nightmare" and has been duped all these years by her husband. Daniel presents Selwa with a choice: return on her own to Egypt and leave her two small children behind or continue to live with him in Israel. Left with no choice, Selwa agrees to stay in Israel, but finds out she is unable "to live with the racist people." Religious issues are also raised in the movie, as Selwa feels religion forbids her to live with a Jew. The plot is further complicated when Egyptian intelligence decides it is unwilling to turn a blind eye to the kidnapping. An Egyptian agent is sent to Israel to help Selwa and her children return to Egypt. Together, he and Selwa try to set up Daniel.

Hatred and analogy to Nazis

Despite the acclaim the film has received among Egyptian audiences, the film is saturated with venom and hatred towards Israel and its citizens. The movie's message is loud and clear – Israel is the enemy. The movie addresses the Palestinian issue and flaunts "the atrocities" being committed by Israel. For instance, the Egyptian agent accompanies a group of Palestinian worker and is exposed to their harsh reality of their daily lives: fighter jets that regularly bomb Palestinian villages, convoys of refugees moving along the sides of the roads asking for asylum, Israeli bad guys shoving elderly Palestinian women, Israelis destroying Palestinian homes, and other images that look as though they were taken straight out of a Holocaust movie. On the subject of the Holocaust, the movie makes an explicit comparison between Israel's actions and those committed by the Nazis. For instance, the Egyptian intelligence operative created a cover story for himself that he works in a pharmacy in Bat Yam. One day, he hears the memorial sirens blaring on Holocaust Remembrance Day. When his employer, an Egyptian-born Jew, explains to him the significance of the siren, the agent is dumbstruck that Israel commemorates the memory of the Holocaust while perpetrating "a holocaust" on the Palestinian people.

Israel is presented in the movie as Egypt's No. 1 enemy. Upon Daniel's return to Israel, he briefs his operators that many Israeli spy rings are active in Egypt despite the peace agreement between the two countries. The movie demonizes the average Israeli. Throughout the movie, Israeli figures are typified as inhumane, not just towards Palestinians but also among themselves. Israeli society is portrayed as corrupt and violent, and hateful towards foreigners. The only positive Israeli character in the movie is the one of the Egyptian-born Jew, but even he declares that he "is not a Zionist."

'Script is weak, but Tel Aviv is glamorous'

The movie's script, according to reports in the Arab media, was authorized by Egypt's culture and information ministries (led, by the way, by Farouk Hosni, who ran for the position of UNESCO chief and lost). The Egyptian defense establishment and the Egyptian regulatory board for movies also gave the movie their blessing. The movie, which was filmed in South Africa, presents viewers with a supposed view of what Tel Aviv looks like today. In addition, a number of sentences in Hebrew were woven throughout the text in order to give the movie an "authentic landscape." Even those who didn't watch the movie could soak up its anti-Israel message via the interviews its headliners gave to the media.

"There is no call for normalization with Israel in the movie," said Mona Zaki in an interview with London-based Arabic-language newspaper al-Sharq al-Awsat. "Until now, the Jews are the ones call us their 'cousins.' However, there are people who combine the Jew and the Zionist when there is in fact a big difference between the two. I am not against Jews because the Jews belong to a monotheistic faith. But I am against Zionism. Even the real Jews themselves are against Zionism. There is no call for normalization in the movie, and whoever sees the film will realize this." Despite the films popularity, not everyone is singing its praises. For example, a review in Dubai-based newspaper al-Bayan deemed the movie weak and unrealistic. "Despite the general weakness of the script, director Sharif Arafaa succeeded in a depicting quite a glamorous picture of life in Tel Aviv, where most of the movie's scenes take place," the review claimed. One way or another, when it comes to Egyptian blockbusters, there is nothing like kicking Israel in order to make the charts and fill movie seats.

Ex-wife wins £27,500-a-month divorce deal from 'broke' property tycoon

A wife at the centre of a £400million divorce battle yesterday won £27,500 a month in maintenance - after a court accepted that she needed to fund a luxury lifestyle. Michelle Young, 45, had demanded £60,000 a month from her estranged husband, claiming that he had hidden his fortune to avoid paying a huge divorce settlement. At one stage, lawyers for Scot Young, 47, suggested he has debts of £27million. They insisted he is facing bankruptcy and has been living on £150-a-week hand-outs from But the tycoon was threatened with jail if he failed to provide the court with a 'full and frank' record of his finances and yesterday a judge decided to award his wife nearly half the £60,000 she had sought. Setting the terms of Mrs Young's payment, Mrs Justice Black said the sums the former model had asked for would be seen by some as 'exceptionally generous'. But she said she would 'bear in mind' the standard of living to which the family were used to when awarding maintenance.

She added: 'It's not nearly as much as the wife would say she required, but it's intended to be on top of rent and school fees.' Mrs Young's victory came after papers shown to the court revealed that in 2004 to 2006, Mr Young had property and other investments worth £124million. At the High Court yesterday, Mrs Justice Black said she was satisfied that Mr Young had sufficient funds to pay maintenance and ordered him to pay the sum on top of Mrs Young's £10,400 a month rent and her two daughters' £36,000 annual school fees.

She said the figure would be revised if it was found to be insufficient at a further hearing next May. 'The couple have historically lived a luxurious lifestyle on money made by the husband in the course of his activities as an entrepreneur and property dealer which enabled him to accumulate many millions of pounds,' the judge said. 'Looking at the case as a whole I am entirely satisfied that the husband has available monies to pay maintenance.' Neither party attended yesterday's hearing.

Mrs Young, who claims her estranged husband is worth £400million, had originally asked for £35,000, but had later increased this to £60,000. Of this, £12,675 was to cover 'sports, entertainment and hobbies'. The couple were married in 1995 and have two daughters, Scarlet, 17, and Sasha, 15. They separated in 2006 when Mrs Young returned to the UK. She petitioned for divorce a year later.

Mrs Young claimed that during the long-running court case she had been forced to move home with her daughters after her husband failed to pay her any money. The court heard she had received £1.2million from him since they split in 2006, the court heard, but Mr Young's lawyer said this had come from 'wealthy benefactors'. Mr Young counts Topshop tycoon Sir Philip Green and Russian oligarch Boris Berezovsky amongst his friends.

Following the court ruling yesterday, Mrs Young said: 'I am absolutely relieved because this has been torture and tormented me and my children. 'I have said before that £400million is just the tip of the iceberg and I stick to that. 'We have to wait and see if he pays it now but if he doesn't he will be in serious trouble because the penal notice will go back on him.

'After not having any maintenance for 18 months at this stage I am relieved. The sum is coming so that me and my children will be able to sleep better. 'My daughters and I are not looking for pity. We are looking for justice.'
