WikiLeaks: The Spy Files

Mass interception of entire populations is not only a reality, it is a secret new industry spanning 25 countries

It sounds like something out of Hollywood, but as of today, mass interception systems, built by Western intelligence contractors, including for ’political opponents’ are a reality. Today WikiLeaks began releasing a database of hundreds of documents from as many as 160 intelligence contractors in the mass surveillance industry. Working with Bugged Planet and Privacy International, as well as media organizations form six countries – ARD in Germany, The Bureau of Investigative Journalism in the UK, The Hindu in India, L’Espresso in Italy, OWNI in France and the Washington Post in the U.S. Wikileaks is shining a light on this secret industry that has boomed since September 11, 2001 and is worth billions of dollars per year. WikiLeaks has released 287 documents today, but the Spy Files project is ongoing and further information will be released this week and into next year.

International surveillance companies are based in the more technologically sophisticated countries, and they sell their technology on to every country of the world. This industry is, in practice, unregulated. Intelligence agencies, military forces and police authorities are able to silently, and on mass, and secretly intercept calls and take over computers without the help or knowledge of the telecommunication providers. Users’ physical location can be tracked if they are carrying a mobile phone, even if it is only on stand by.

But the WikiLeaks Spy Files are more than just about ’good Western countries’ exporting to ’bad developing world countries’. Western companies are also selling a vast range of mass surveillance equipment to Western intelligence agencies. In traditional spy stories, intelligence agencies like MI5 bug the phone of one or two people of interest. In the last ten years systems for indiscriminate, mass surveillance have become the norm. Intelligence companies such as VASTech secretly sell equipment to permanently record the phone calls of entire nations. Others record the location of every mobile phone in a city, down to 50 meters. Systems to infect every Facebook user, or smart-phone owner of an entire population group are on the intelligence market.

Selling Surveillance to Dictators

When citizens overthrew the dictatorships in Egypt and Libya this year, they uncovered listening rooms where devices from Gamma corporation of the UK, Amesys of France, VASTech of South Africa and ZTE Corp of China monitored their every move online and on the phone. Surveillance companies like SS8 in the U.S., Hacking Team in Italy and Vupen in France manufacture viruses (Trojans) that hijack individual computers and phones (including iPhones, Blackberries and Androids), take over the device, record its every use, movement, and even the sights and sounds of the room it is in. Other companies like Phoenexia in the Czech Republic collaborate with the military to create speech analysis tools. They identify individuals by gender, age and stress levels and track them based on ‘voiceprints’. Blue Coat in the U.S. and Ipoque in Germany sell tools to governments in countries like China and Iran to prevent dissidents from organizing online.

Trovicor, previously a subsidiary of Nokia Siemens Networks, supplied the Bahraini government with interception technologies that tracked human rights activist Abdul Ghani Al Khanjar. He was shown details of personal mobile phone conversations from before he was interrogated and beaten in the winter of 2010-2011. How Mass Surveillance Contractors Share Your Data with the State

In January 2011, the National Security Agency broke ground on a $1.5 billion facility in the Utah desert that is designed to store terabytes of domestic and foreign intelligence data forever and process it for years to come. Telecommunication companies are forthcoming when it comes to disclosing client information to the authorities - no matter the country. Headlines during August’s unrest in the UK exposed how Research in Motion (RIM), makers of the Blackberry, offered to help the government identify their clients. RIM has been in similar negotiations to share BlackBerry Messenger data with the governments of India, Lebanon, Saudi Arabia, and the United Arab Emirates. Weaponizing Data Kills Innocent People

There are commercial firms that now sell special software that analyze this data and turn it into powerful tools that can be used by military and intelligence agencies. For example, in military bases across the U.S., Air Force pilots use a video link and joystick to fly Predator drones to conduct surveillance over the Middle East and Central Asia. This data is available to Central Intelligence Agency officials who use it to fire Hellfire missiles on targets. The CIA officials have bought software that allows them to match phone signals and voice prints instantly and pinpoint the specific identity and location of individuals. Intelligence Integration Systems, Inc., based in Massachusetts - sells a “location-based analytics” software called Geospatial Toolkit for this purpose. Another Massachusetts company named Netezza, which bought a copy of the software, allegedly reverse engineered the code and sold a hacked version to the Central Intelligence Agency for use in remotely piloted drone aircraft. IISI, which says that the software could be wrong by a distance of up to 40 feet, sued Netezza to prevent the use of this software. Company founder Rich Zimmerman stated in court that his “reaction was one of stun, amazement that they (CIA) want to kill people with my software that doesn’t work."

Across the world, mass surveillance contractors are helping intelligence agencies spy on individuals and ‘communities of interest’ on an industrial scale. The Wikileaks Spy Files reveal the details of which companies are making billions selling sophisticated tracking tools to government buyers, flouting export rules, and turning a blind eye to dictatorial regimes that abuse human rights.

    Based on the best selling book Angels Don't Play This HAARP, narrator Dr. Nick Begich presents a compelling discussion of one of the important military advances of the United States government. The technology is designed to manipulate the environment in a number of ways that can jam all global communications, disrupt weather systems, interfere with migration patterns, disrupt human mental processes, negatively affect your health and disrupt the upper atmosphere. The U.S. military calls this new zapper the High-frequency Active Auroral Research Program or HAARP. The rest of the story is revealed in the patents, technical papers and other documents that continue to emerge regarding this project. Begich has presented on the subject as an expert witness for the European Parliament, Committee on Foreign Affairs, Security and Defense Policy Subcommittee on Security and Disarmament, GLOBE and others.

    In a useful and important book, Manning and Begich have attacked many problems and told many stories. Best of all they have told how they and a gallant lot of nongovernment people in Alaska have fought battles to expose the HAARP project, which is the latest modernization of the Pentagon's electromagnetic warfare preparations, under test in the Alaskans' own backyard. HAARP has been a mysterious project, whose true nature has been hidden, they say, by lies and disinformation. It has posed as university ionospheric research, which it only partly is, so as to conceal its military character. The great service that Manning and Begich have done is to uncover just enough technical and organizational information to leave no doubt about the centrality of HAARP to the Pentagon's aims of perfecting electromagnetic warfare. HAARP stands for High-frequency Active Auroral Research Program. It follows upon a long line of ionospheric research, some of it military, in which bursts of radiofrequency radiation have been beamed up into the ionosphere in order to study the effects so produced. Installations that send high intensity electromagnetic waves into the ionosphere have been called ionospheric heaters. Some have been in Greenland, the Pacific, Japan, Norway, and Russia.

    What is new about HAARP and should give grounds for concern is the much greater power level contemplated and the hugely greater power flux aimed at in the projected transmission. Scientists often study a system by perturbing it, observing the processes that take place during the recovery to the original state of the system. HAARP, however, promises to perturb the system so drastically that it may never recover to its original state, even assuming that it is stable enough that it returns to its former state under less drastic bombardment. Furthermore, the very scientists planning the research do not know what the results may be. If Manning and Begich are to be believed, the nuclear explosions carried out by the Soviet Union and the United States outside the Earth's atmosphere, prior to the 1963 Limited Test Ban Treaty forbidding such detonations, did in fact damage the ionosphere in the long term. For example, there is now radioactivity in outer space that wasn't there prior to the nuclear explosions, so that in this one sense at least, the ionosphere certainly isn't the same as it was. HAARP threatens to blast the ionosphere again, but possibly in a new and very frightening way.

    Republican presidential hopeful Ron Paul told reporters at a press club lunch that they could be assassinated by their own government in the same way it targets Americans with ties to Al Qaeda

    Paul was criticising President Obama for approving last week's drone strikes against an American citizen in Yemen based on secret intelligence that linked him to failed terrorist attacks against the U.S. American-born Al Qaeda propagandist Anwar al-Awlaki was killed in the attack in what American officials said was a major blow to the organization. Texas congressman Paul told the National Press Club luncheon if citizens do not protest the deaths, the country could start adding reporters to its list of threats that must be taken out. He said: 'Can you imagine being put on a list because you're a threat? What's going to happen when they come to the media? 'What if the media becomes a threat? ... This is the way this works. It's incrementalism. 'It's slipping and sliding, let me tell you.'

    Anwar al-Awlaki, the target of the U.S. drone attack, was one of the best-known Al Qaeda figures after Osama bin Laden. American intelligence officials had linked him to two thwarted attacks on U.S.- bound planes, an airliner on Christmas 2009 and cargo planes last year. The second American killed in the drone attack, Samir Kahn, was the editor of Inspire, a slick online magazine aimed at Al Qaeda sympathizers in the West. Paul likened the pair to German officials who carried out the Holocaust but were still given trials. He added: 'All the Nazi criminals were tried. They were taken to court and then executed. 'The reason we do this is because we want to protect the rule of law.'

    Paul, making his second run for the Republican presidential nomination, has built a die-hard following among the GOP's libertarian wing and has worked to court anti-war conservatives. Yesterday a U.S. drone strike killed five Al Qaeda-linked militants in the southern part of Yemen. The impoverished Arab state has been the centre of multiple uprisings since February, when President Saleh cracked down on protesters challenging his 33-year rule. Yemen is believed by U.S. and other intelligence agencies to be a global planning and training center for Al Qaeda, but Yemeni officials rarely acknowledge the presence of foreigners fighting alongside homegrown militants.

    In Saudi Arabia I was repeatedly ordered by high level State Dept officials to issue visas to unqualified applicants. These were, essentially, people who had no ties either to Saudi Arabia or to their own country. I complained bitterly at the time there. I returned to the US, I complained to the State Dept here, to the General Accounting Office, to the Bureau of Diplomatic Security and to the Inspector General's office. I was met with silence.

    In one case, two Pakistanis apply for visas to attend a trade show in the US, but they are unable to name the trade show or city in which it will be held. When Springmann denies them a visa, he gets "an almost immediate call from a CIA case officer, hidden in the commercial section [of the consulate], that I should reverse myself and grant these guys a visa." Springmann refuses, but the decision is reversed by the chief of the consular section. Springmann realizes that even the ambassador, Walter Cutler, is aware of the situation, which becomes "more brazen and blatant" as time goes on. On one occasion Springmann is even told, "If you want a job in the State Department in future, you will change your mind."

    THE CIA IS RELOCATING TO DENVER
    The CIA has plans to relocate the headquarters of its domestic division, from the CIA's Langley headquarters to Denver. According to "intelligence officials", the relocation is designed to promote innovation.

    Some $20million has already been budgeted for the relocation. The move sparks interest among the 911 truth movement and 2012 doomsdayers. Coup Media does admit that this relocation does invoke some interesting questions. Like Why? Some CIA veterans said such a relocation would make no sense, given Denver's relativedistance from major corporate centers. "Why would you go so far away?" one asked. "They will get disconnected." A U.S. intelligence official said the planned move, confirmed by three other government officials, was being undertaken "for operational reasons."

    The Denver move, which is tentatively scheduled for next year but has not been finalized, coincides with several other developments related to the CIA's domestic intelligence work as well as some perhaps not so "conspiracy theories" regarding underground bases and the Denver Airport mystery. We can only advise you to consider the correlations between planetary changes and solar risks. Perhaps we may consider relocating our news headquarters to Denver as well.

    Tony Farrell had been employed for twelve years as ‘Principle Intelligence Analyst’ for South Yorkshire Police, 13th largest of the 44 police forces in the UK. His job involved producing a yearly ‘Strategic Threat Assessment Matrix’ to determine how the police force had to prioritise its activities. Assessed ‘threats’ ranged from ASBOs (anti-social behaviour orders) to the terrorist threat allegedly presented by Islamic extremists. Having a statistics degree, it was his job to translate the different ‘strategic threats’ into a ‘matrix’ of relative numerical weighted probabilities.

    In 2010, one week before the 5th anniversary of 7/7, Tony (who had never previously doubted government versions of events) stumbled across ‘9/11 Truth’ material on the web. Like so many millions before him, he was shocked to the core by this experience. He quickly realised that there was a great mass of evidence relating to 9/11 kept hidden by the mainstream media. As a Christian, Tony consulted his church minister, who suggested that he consider, whether the same might be true for the London 7/7 bombings? Something he had not suspected ‘in his wildest dreams’ then started to unfold. After reading much of the available but publicly-unreported witness statements and other evidence relating to 7/7, Tony found that he could only conclude that the official 7/7 narrative was ‘a monstrous lie.’ Instead of the official ‘suicide bombers’ narrative, which he and all of his colleagues had believed without question, he realised that the weight of evidence strongly points far more towards 7/7 being an event stage-managed by British intelligence than anything else.

    The unthinkable but inescapable question thus intruded: Does there exist an ‘internal tyranny’ worse than any external foe? All the assumptions he had held about the ‘strategic threat’ from terrorism were shattered and lay in ruins, and he found himself now doubting the size of any threat allegedly coming from Al-Qaeda and home-grown extremists. Within the police service, he felt horribly alone not knowing who to talk to about this matter – a situation made acute because he would have to present his annual threat assessment to the ‘Intelligence Strategic Management Board’ on July 8th - mere days away. From his Christian perspective 9/11 and 7/7 could only now be perceived as expressions of a Satanic dimension concerning the ascent of what everybody was calling a ‘New World Order’. He saw these deceitful events as false-flag operations perpetrated in order to justify illegal and wicked wars. This was a deep personal crisis – one that would terminate his career.

    On July 6th he ‘stuck his head above the parapet’ by alerting his boss – that he was developing a very different conceptual model of the strategic threat. The terse document he handed over, suggested that the untruth of the 9/11 story implied ‘a huge potential for a total breakdown in trust between the government and the masses’ and it warned of ‘a tipping-point’ that would surely arrive as it slowly dawned upon citizens that their own government had conspired against them and had lied to them and had murdered innocents in the process. Likewise he warned that, if indeed 7/7 had been ‘deliberately engineered’ to justify British PM Tony Blair standing shoulder to shoulder with Bush in the illegal was in Iraq, ‘There will be total outrage within the masses and a complete breakdown of trust between the Government and the people of the UK.’

    In the presence of two intelligence managers, he alerted the Detective Superintendent, the Director of Intelligence for the South Yorkshire Police, explaining that all of his work used open-source material – he was not violating ‘official secrets’. He alluded to secret societies and a Masonic influence as being very central. The Director of Intelligence distanced the other two managers and they held a one-to-one conversation. The biggest single threat to the UK, Tony Farrell explained to him, was now coming from internal tyranny and in his opinion ‘far exceeded’ any threat from Islamic terrorism. ‘Tony, you and I will never get them to tell the truth’, came the philosophical reply, ‘- we are mere foot-soldiers of the government.’ That indeed was sensible advice, from someone who cared for his welfare – but, something more important was stirring within Tony Farrell: the voice of his conscience, and that would not permit him to go along with the ‘monstrous lie’. His seniors, seemingly concerned for his well-being expressed a wish for Tony to visit Occupational Health. This irked him, as he felt and indeed was in perfectly good health.

    On July 7th 2010, his first line manager, a Detective Chief Inspector spent a good part of the day with him trying to steer him into keeping to the original plan and to avoid rocking the boat. Could they not achieve some sort of compromise – then he could take his three weeks’ leave? To comply with that, he would have had turn a blind eye to his own assessment and deliberately hand over misleading analysis. His ‘strategic’ models were looking promising according to his line manager – yet he could not set aside his new views about ‘internal tyranny.’ As a seemingly lone voice in his police force, Tony Farrell found himself wrestling in the ‘Valley of Decision’ at home that evening, a theme he found expressed in the Book of Joel, Chapter 3. He also pondered the 9th Commandment, ‘Thou shalt not bear false witness.’ He experienced an epic struggle going on that seemed to him to resemble that described in the Book of Ephesians, Chapter 6. So that evening, 5 years to the day from the London bombings, he reached his own momentous personal decision. He resolved to take a stand knowing it would probably lead to him being sacked.

    On July 8th he handed over a very short version of the ‘Strategic Assessment Matrix,’ which averred that the real terrorist ‘threat’ to society was almost entirely of the state-sponsored kind, and it alluded to both 9/11 and 7/7 in this context. Other threats from other ‘domains of criminality’ were, his brief report claimed, ‘insignificant’ by comparison. This was hardly following the National Intelligence Model guidance, relating to ‘Threat and Risk Assessment models’ that he was supposed to use. ‘Tony we can’t do business like this,’ his manager pleaded. He was asked to create a personal report: how had he arrived as such an unheard-of view? His privileges were withdrawn and his computer accessed, but as he had done his investigation at home and with open-source material, nothing untoward was found. And so he was absent from the board meeting that afternoon, even though it was anticipating the yearly presentation from him. Instead he was sent home to compile a report, explaining his stance. He offered to produce a full report with backup evidence, for his shocking new views, but that wasn’t required.

    Sacked for his beliefs

    His work ‘could be helpful to the police service’ the DI remarked cryptically. Everything had happened so quickly, much too quickly. Tony Farrell was summoned to a hearing chaired by the Director of Finance a member of the Senior Command Team on 2nd September 2010. He was told that he held beliefs that were ‘incompatible’ with his position. There was no allegation of any misconduct. In dismissing him, the Director of Finance said this: “It is a very sad occasion as you have done some excellent work for South Yorkshire Police and I have never been involved in a situation like today. Your beliefs are very sincere and you may be right, but it is I’m afraid incompatible at the moment with where we are.”

    He took the matter to the South Yorkshire Police Authority Appeal’s Committee but his case was dismissed. He has since put the case into an Employment Tribunal where final hearings are scheduled to be held in early September 2011 in Sheffield. This will be a public event, and it is likely that South Yorkshire Police will feel embarrassed by the repercussions. This case has potentially far-reaching implications. Tony Farrell gave an interview with Richard Hall on Sky TV released on July 8, 2011 (used as the main source for this article) and also that same day a 10-minute interview was broadcast on a Bristol local radio; synchronously enough, South Yorkshire’s Chief Constable announced his retirement on that same day 8th July – after nine years’ of service. Was this indicating some stress within the Force? The whole story focuses by odd coincidences upon anniversary-dates of the London bombings, over the last couple of years.

    MI5 tapped innocent people's phone numbers in secret surveillance mix-up

    MI5 agents mistakenly listened to innocent people’s phone calls after writing down the wrong numbers in secret surveillance operations, a report has revealed. There were at least 30 cases where officers from the Security Service and the Serious Organised Crime Agency tapped the wrong telephones, a review has found. On grounds of national security, none of the victims have been identified or told their phones were wrongly intercepted.

    But the report by the Interception of Communications Commissioner Sir Paul Kennedy makes clear the cases involved were only a fraction of the thousands of interceptions authorised by Ministers each year. Sir Paul’s report said that in January 2010 the Security Service made at least two errors ‘where an incorrect digit was used when warrantry paperwork was completed, due to human error’. ‘This resulted in incorrect phone numbers being intercepted. On each occasion, the officer involved was briefed again on the importance of accuracy and cross-checking when completing warrantry applications.’

    MI5 also wrongly acquired data belonging to 134 phone numbers following a failure in software, the report added. ‘These errors were caused by a formatting fault on an electronic spreadsheet which altered the last three digits of each of the telephone numbers to “000”,’ the report said. Sir Paul said that the intelligence agency destroyed the material and fixed the ‘technical fault’. Search histories from another 927 internet connections were obtained by the Security Service without authorisation from sufficiently senior staff.

    The report said an incorrect setting on the agency’s computer software meant officers ranked more junior than the law demands had given approval. But Sir Paul ruled that the requests were still ‘necessary and proportionate’. All Security Service requests for data are now checked manually before being sent to communication service providers to reduce the likelihood of future errors.

    Disney Link To the F.B.I. And Hoover Is Disclosed

    From 1940 until his death in 1966, Walt Disney served as a secret informer for the Los Angeles office of the Federal Bureau of Investigation, according to documents that have come to light under the Freedom of Information Act. Details about the film maker's F.B.I. connection emerge for the first time in "Walt Disney: Hollywood's Dark Prince," an unauthorized biography by Marc Eliot to be published in July by Birch Lane Press.

    Mr. Eliot, who has written several books on popular culture, provided a copy of the Disney file to The New York Times so that information and direct quotations in the book could be verified against the Government documents.

    Experience with similar F.B.I. dossiers leaves no doubt that the material submitted by Mr. Eliot is authentic. As it happens, because many of the 570 pages in the Disney file are blacked out or withheld for national security reasons, it cannot be determined what names of Hollywood figures Disney passed on to the bureau as Communists or subversives. During a strike of animators at the Disney studio in 1941, however, he publicly accused the strike leaders of "Communistic agitation," according to an advertisement taken out by Disney in Variety on July 2, 1941. And when Disney, whose right-wing leanings were well-known, testified before the House Committee on Un-American Activities in Washington, he named several of the animators who had led the strike as Communists. What Hoover Got in Return

    In return for Disney's information, J. Edgar Hoover, the Director of the bureau, allowed Disney to film in F.B.I. headquarters in Washington. For his part, Disney allowed Hoover access to some Disney scripts, and made slight changes in a few lesser-known movies and an episode of "The Mickey Mouse Club" television show to mollify the director. There is no evidence that revisions were requested in any of Disney's classic animated features. Because of the information Disney provided the bureau, he was made a "full Special Agent in Charge Contact" in 1954. An "S.A.C. Contact" was usually a trusted informer who could provide transportation and equipment as well as public relations services to the bureau. Disney was not the only important informer in Hollywood; while president of the Screen Actors Guild in 1947, Ronald Reagan was designated "Source T-10" by the F.B.I., meaning he was a confidential source with the code name "T-10."

    An al-Qaida operative accused of bombing two Christian churches and a luxury hotel in Pakistan in 2002 was at the same time working for British intelligence, according to secret files on detainees who were shipped to the US military's Guantánamo Bay prison camp.

    Adil Hadi al Jazairi Bin Hamlili, an Algerian citizen described as a "facilitator, courier, kidnapper, and assassin for al-Qaida", was detained in Pakistan in 2003 and later sent to Guantánamo Bay. But according to Hamlili's Guantánamo "assessment" file, one of 759 individual dossiers obtained by the Guardian, US interrogators were convinced that he was simultaneously acting as an informer for British and Canadian intelligence. After his capture in June 2003 Hamlili was transferred to Bagram detention centre, north of Kabul, where he underwent numerous "custodial interviews" with CIA personnel.

    They found him "to have withheld important information from the Canadian Secret Intelligence Service and British Secret Intelligence Service … and to be a threat to US and allied personnel in Afghanistan and Pakistan". The Guardian and the New York Times published a series of reports based on the leaked cache of documents which exposed the flimsy grounds on which many detainees were transferred to the camp and portrayed a system focused overwhelmingly on extracting intelligence from prisoners.

    A further series of reports based on the files reveal:

    • A single star informer at the base won his freedom by incriminating at least 123 other prisoners there. The US military source described Mohammed Basardah as an "invaluable" source who had shown "exceptional co-operation", but lawyers for other inmates claim his evidence is unreliable.

    • US interrogators frequently clashed over the handling of detainees, with members of the Joint Task Force Guantánamo (JTF GTMO) in several cases overruling recommendations by the Criminal Investigative Task Force (CITF) that prisoners should be released. CITF investigators also disapproved of methods adopted by the JTF's military interrogators.

    • New light on how Osama bin Laden escaped from Tora Bora as American and British special forces closed in on his mountain refuge in December 2001, including intelligence claiming that a local Pakistani warlord provided fighters to guide him to safety in the north-east of Afghanistan.

    The Obama administration on Monday condemned the release of documents which it claimed had been "obtained illegally by WikiLeaks". The Pentagon's press secretary, Geoff Morrell, said in many cases the documents, so-called Detainee Assessment Briefs, had been superseded by the decisions of a taskforce established by President Barack Obama in 2009. "Any given DAB illegally obtained and released by WikiLeaks may or may not represent the current view of a given detainee," he said.

    According to the files, Hamlili told his American interrogators at Bagram that he had been running a carpet business from Peshawar, exporting as far afield as Dubai following the 9/11 attacks. But his CIA captors knew the Algerian had been an informant for MI6 and Canada's Secret Intelligence Service for over three years – and suspected he had been double-crossing handlers. According to US intelligence the two spy agencies recruited Hamlili as a "humint" – human intelligence – source in December 2000 "because of his connections to members of various al-Qaida linked terrorist groups that operated in Afghanistan and Pakistan". The files do not specify what information Hamlili withheld. But they do contain intelligence reports, albeit flawed ones, that link the Algerian to three major terrorist attacks in Pakistan during this time.

    Khalid Sheikh Mohammed, the self-confessed architect of the 9/11 attacks, told interrogators an "Abu Adil" – an alias allegedly used by Hamlili – had orchestrated the March 2002 grenade attack on a Protestant church in Islamabad's diplomatic enclave that killed five people, including a US diplomat and his daughter. He said Abu Adil was also responsible for an attack that killed three girls in a rural Punjabi church the following December, and that he had given him 300,000 rupees (about $3,540) to fund the attacks. The church attacks have previously been blamed on Lashkar I Jhangvi, a Pakistani sectarian outfit that has developed ties with al-Qaida in recent years.

    Separately, US intelligence reports said that Hamlili was "possibly involved" in a bombing outside Karachi's Sheraton hotel in May 2002 that killed 11 French submarine engineers and two Pakistanis. But the intelligence against the 35-year-old Algerian, who was sent home last January, appears deeply flawed, like many of the accusations in the Guantánamo files. Some of the information may have been obtained through torture. US officials waterboarded Khalid Sheikh Mohammed 183 times at a CIA "black site" in Thailand during his first month of captivity.

    And little evidence is presented to link Hamlili to the Karachi hotel bombing, other than that he ran a carpet business – the same cover that was used by the alleged assassins to escape. What is clear, however, is that Hamlili was a decades-long veteran of the violent jihadi underground that extends from northern Pakistan and Afghanistan into north Africa. From the Algerian town of Oran, he left with his father in 1986, at the age of 11, to join the fight against Soviet forces in Afghanistan. Later he fell into extremist "takfir" groups, recruited militants to fight in the Algerian civil war, and gained a reputation for violence. Under the Taliban the Algerian worked as a translator for the foreign ministry and later for the Taliban intelligence services, shuttling between Pakistan and Afghanistan in the runup to 9/11.

    Last January Hamlili and another inmate, Hasan Zemiri, were transferred to Algerian government custody. It was not clear whether they would be freed or made to stand trial. Clive Stafford Smith, whose legal charity, Reprieve, represents many current and former inmates, said the files revealed the "sheer bureaucratic incompetence" of the US military's intelligence gathering.

    Webb was best known for his 1996 "Dark Alliance" series of articles written for the San Jose Mercury News and later published as a book. In the three-part series, Webb investigated Nicaraguans linked to the CIA-backed Contras who had allegedly smuggled cocaine into the U.S. Their smuggled cocaine was distributed as crack cocaine in Los Angeles, with the profits funneled back to the Contras. Webb also alleged that this influx of Nicaraguan-supplied cocaine sparked, and significantly fueled, the widespread crack cocaine epidemic that swept through many U.S. cities during the 1980s. According to Webb, the CIA was aware of the cocaine transactions and the large shipments of drugs into the U.S. by Contra personnel. Webb charged that the Reagan administration shielded inner-city drug dealers from prosecution in order to raise money for the Contras, especially after Congress passed the Boland Amendment, which prohibited direct Contra funding.

    Webb's reporting generated fierce controversy, and the San Jose Mercury News backed away from the story, effectively ending Webb's career as a mainstream media journalist. In 2004, Webb was found dead from two gunshot wounds to the head, which the coroner's office judged a suicide. Though he was criticized and outcast from the mainstream journalism community, his reportage was eventually vindicated as many of his findings have since been validated: since Webb's death, both the Los Angeles Times and the Chicago Tribune have defended his "Dark Alliance" series. Journalist George Sanchez states that "the CIA’s internal investigation by Inspector General Frederick Hitz vindicated much of Gary’s reporting" and observes that despite the campaign against Webb, "the government eventually admitted to more than Gary had initially reported" over the years
