As politicians call for more online controls after London and Norway, authoritarian states are watching
Did the youthful rioters who roamed the streets of London, Manchester and other British cities expect to see their photos scrutinized by angry Internet users, keen to identify the miscreants?
In the immediate aftermath of the riots, many cyber-vigilantes turned to Facebook, Flickr and other social networking sites to study pictures of the violence. Some computer-savvy members even volunteered to automate the process by using software to compare rioters' faces with faces pictured elsewhere on the Internet.
The rioting youths were not exactly Luddites either. They used BlackBerrys to send their messages, avoiding more visible platforms like Facebook and Twitter. It's telling that they looted many stores selling fancy electronics. The path is short, it would seem, from "digital natives" to "digital restives."
As social media's role in the London riots is explored, British politicians are considering whether temporarily banning or censoring sites like Twitter and Facebook would quell or enflame the tensions, Cassell Bryan-Low reports from London.
Technology has empowered all sides in this skirmish: the rioters, the vigilantes, the government and even the ordinary citizens eager to help. But it has empowered all of them to different degrees. As the British police, armed with the latest facial-recognition technology, go through the footage captured by their numerous closed-circuit TV cameras and study chat transcripts and geolocation data, they are likely to identify many of the culprits.
Authoritarian states are monitoring these developments closely. Chinese state media, for one, blamed the riots on a lack of Chinese-style controls over social media. Such regimes are eager to see what kind of precedents will be set by Western officials as they wrestle with these evolving technologies. They hope for at least partial vindication of their own repressive policies.
Some British politicians quickly called on the BlackBerry maker Research in Motion to suspend its messaging service to avoid an escalation of the riots. On Thursday, Prime Minister David Cameron said that the government should consider blocking access to social media for people who plot violence or disorder.
After the recent massacre in Norway, many European politicians voiced their concern that anonymous anti-immigrant comments on the Web were inciting extremism. They are now debating ways to limit online anonymity.
Does the Internet really need an overhaul of norms, laws and technologies that gives more control to governments? When the Egyptian secret police can purchase Western technology that allows them to eavesdrop on the Skype calls of dissidents, it seems unlikely that American and European intelligence agencies have no means of listening the calls of, say, a loner in Norway.
We tolerate such drastic proposals only because acts of terror briefly deprive us of the ability to think straight. We are also distracted by the universal tendency to imagine technology as a liberating force; it keeps us from noticing that governments already have more power than is healthy.
The domestic challenges posed by the Internet demand a measured, cautious response in the West. Leaders in Beijing, Tehran and elsewhere are awaiting our wrong-headed moves, which would allow them to claim an international license for dealing with their own protests. They are also looking for tools and strategies that might improve their own digital surveillance.
After violent riots in 2009, Chinese officials had no qualms about cutting off the Xinjiang region's Internet access for 10 months. Still, they would surely welcome a formal excuse for such drastic measures if the West should decide to take similar measures in dealing with disorder. Likewise, any plan in the U.S. or Europe to engage in online behavioral profiling—trying to identify future terrorists based on their tweets, gaming habits or social networking activity—is likely to boost the already booming data-mining industry. It would not take long for such tools to find their way to repressive states.
But something even more important is at stake here. To the rest of the world, the efforts of Western nations, and especially the U.S., to promote democracy abroad have often smacked of hypocrisy. How could the West lecture others while struggling to cope with its own internal social contradictions? Other countries could live with this hypocrisy as long as the West held firm in promoting its ideals abroad. But this double game is harder to maintain in the Internet era.
In their concern to stop not just mob violence but commercial crimes like piracy and file-sharing, Western politicians have proposed new tools for examining Web traffic and changes in the basic architecture of the Internet to simplify surveillance. What they fail to see is that such measures can also affect the fate of dissidents in places like China and Iran. Likewise, how European politicians handle online anonymity will influence the policies of sites like Facebook, which, in turn, will affect the political behavior of those who use social media in the Middle East.
Should America and Europe abandon any pretense of even wanting to promote democracy abroad? Or should they try to figure out how to increase the resilience of their political institutions in the face of the Internet? As much as our leaders might congratulate themselves for embracing the revolutionary potential of these new technologies, they have shown little evidence of being able to think about them in a nuanced and principled way.

Airport scanner row leaves angry doctor grounded as he claims machines may cause cancer
A hospital consultant was grounded after he refused to go through a ‘naked’ X-ray scanner at an airport, claiming it could give him cancer.
Tony Aguirre expected to be offered a traditional ‘pat-down’ search instead.
But he was not allowed to board the plane from Manchester to Zurich and was escorted out of the airport by police.
Mr Aguirre, an eye specialist at Huddersfield Royal Infirmary, said he was treated like a criminal because he was not prepared to accept a ‘radiation assault’.
He said: ‘X-rays are known to cause cancer and I think somebody will get cancer from this body scanner whether it’s me or someone else.’
It is mandatory for passengers to go through the full body scanners at Manchester, Gatwick and Heathrow airports, and staff there have been told that anyone who refuses should not be allowed to board.
The X-ray device scans through clothes, creating an image of the naked body and revealing any hidden objects.
The UK’s Health Protection Agency (HPA) insisted last year that the technology was safe because the exposure levels are so small. It has approved scanners for all passengers including mothers-to-be.
But recent studies have suggested that the ‘backscatter’ X-rays used in scanners could produce 20 times as much radiation as first thought.
Mr Aguirre said: ‘The Government maintains it is just a low dose of radiation.
‘But even if it is a low dose, and not 20 times higher than first calculated, I don’t want it because it is unnecessary. If it was necessary then a greater case could be made by the Government but since it isn’t necessary I decline.’
Mr Aguirre, who is originally from Spain, said the process was demeaning and undignified.
He said: ‘You shouldn’t be forced to expose yourself, and it raises moral and dignity issues.’
He pointed out that passengers in the U.S. may exercise their right to ‘opt out’ of a full body scan.
Mr Aguirre was flying to treat patients in Switzerland, and his wife had to book him another flight to Zurich.
He went from Liverpool where the scanners are not used.
EasyJet in Manchester refused to refund his £58.98 ticket after he was grounded.
Schiphol Airport in Amsterdam was the first airport to implement the scanners in 2007.
The officials analysing the X-rays are usually in a different room and are not supposed to be able to see the passengers being scanned, although they are in touch with security staff.
Various Muslim groups and some Islamic scholars have forbidden Muslim travellers to pass through full body scanners on the grounds that they violate religious laws.
Last year two Muslim women who refused to be scanned on religious grounds were barred from a flight to Pakistan. The Italian government had planned to install full body scanners at all airports and train stations but removed them from airports, calling them ‘slow and ineffective’.
More than 221million passengers passed through airports in the UK during 2009.

Extremist websites to be blocked under new plans to tackle radicalisation
Violent and unlawful websites are set to be blocked under Government plans to tackle radicalisation.
Home Secretary Theresa May will today outline plans to prevent computers in schools, libraries and colleges from accessing unlawful material on the internet.
It could see the creation of a 'national blocking list'.
Mrs May will also attack universities for 'complacency' in tackling Islamic extremism on campus.
She will say that 'for too long' they have not been sufficiently willing to recognise what is happening.
The Government's revised Prevent strategy, which was originally launched in 2007 to stop the growth of home-grown terrorism, will say the internet is key to preventing radicalisation.
'We want to explore the potential for violent and unlawful URL lists to be voluntarily incorporated into independent national blocking lists,' the new strategy will say.
It will point to the list established by the Internet Watch Foundation, set up in 1996 as a UK hotline to report criminal content online, as an example.
And it will add: 'Internet filtering across the public estate is essential.
'We want to ensure that users in schools, libraries, colleges and Immigration Removal Centres are unable to access unlawful material.'
The Counter Terrorism Internet Referral Unit (CTIRU), set up last year to assess and remove internet-based content which may be illegal under UK law, removed material from the internet on 156 occasions over the last 15 months.
But the strategy will say that much more needs to be done.
'We do not yet have a filtering product which has been rolled out comprehensively across Government departments, agencies and statutory organisations,' it will state.
'We are unable to determine the extent to which effective filtering is in place in schools and public libraries.'
Money from the strategy has previously been spent abroad teaching imams English and running courses to empower Muslim women, the Times reported.
'We are unable to determine the extent to which effective filtering is in place in schools and public libraries.'
In future, overseas work 'must wherever possible have a demonstrable impact on UK domestic security,' the newspaper quoted the strategy document as saying.
Work with the United States and the EU to tackle online extremism will also increase.
'The U.S. is by far the biggest provider of internet hosting services in the world, and therefore terrorists have hosted significant amounts of material on servers in the U.S.,' the strategy will say.
The Government will also appeal to the online community in the U.S. and their 'strong sense of social responsibility' to help tackle the problem.
The revised strategy will say: 'The internet has transformed the extent to which terrorist organisations and their sympathisers can radicalise people in this country and overseas.
'It enables a wider range of organisations and individuals to reach a much larger audience with a broader and more dynamic series of messages and narratives.
'It encourages interaction and facilitates recruitment.
'Despite the wealth of information available, people often talk to those whose views are similar to their own, encouraging group thinking and inhibiting external challenge.'
The Government has also identified 40 English universities where there could be a 'particular risk' of radicalisation or recruitment on campus.
It is understood the document also raises concerns over the Federation of Student Islamic Societies and what is seen as an insufficient willingness to tackle extremism.
Mrs May told the Daily Telegraph: 'They need to be prepared to stand up and say that organisations that are extreme or support extremism or have extremist speakers should not be part of their grouping.'
The report will also name the 25 boroughs most at risk from Islamist extremism, including areas of London, Birmingham, Leeds, Bradford and Manchester, it was reported.
It is understood about 20 of the organisations which have received funding over the last three years will have their funding cut.
Mrs May launched the review of the Prevent strategy last November saying it was not working as well as it could be.
The £60 million Government programme was adopted in the wake of the July 7 bombings, and aims to counter militant Islamism by supporting mainstream Muslim groups which offer an alternative to extremism.
But Prevent was criticised by some Muslims who said they feared it was being used to spy on their communities, and by other ethnic groups who believed they were missing out on financial support by comparison.
Among those arrested for terrorism offences who have been linked to British universities is Umar Farouk Abdulmutallab, the so-called 'underpants bomber'.
He was detained on Christmas Day 2009 accused of trying to blow up a flight from Amsterdam to Detroit.
He graduated a year and a half earlier from University College London, where he was also president of the student Islamic Society.

Regulation of the Internet has even become a primary topic of discussion at G-8 meetings. According to The New York Times, French President Nicolas Sarkozy is leading the charge for a more "civilized Internet"....
Leaders of the Group of 8 industrialized countries are set to issue a provocative call for stronger Internet regulation, a cause championed by the host of the meeting, President Nicolas Sarkozy of France, but fiercely opposed by some Internet companies and free-speech groups.
Why are free speech groups strongly opposing what Sarkozy is trying to do?
It is because western governments want to kill liberty and freedom on the Internet just like China is doing. The Internet has been a great tool for waking people up and distributing information, and the control freaks that want to run all of our lives do not like that one bit.

#3 Starting next year, all new cellphones will be required to contain a chip that will allow the president to broadcast "emergency alerts" to the cellphones whenever the president wants. Cellphone users will not be allowed to opt out of the presidential messages.

Billed as part of an effort to reduce obesity and improve eating habits, small cameras are programmed to take snapshots of lunch trays before and after each student eats. Each child is uniquely identifiable via a barcode attached to the tray. The amount of calories and nutrients that each child has consumed is then calculated via a database containing 7,500 different varieties of food.
#7 The EU is spending hundreds of millions of euros on propaganda campaigns in an attempt to convince the citizens of Europe that the EU is good for them.

The Metropolitan Police has bought Geotime, a security programme used by the U.S. military which tracks suspects' movements and communications and displays them on a three-dimensional graphic.
The software aggregates information gathered from social networking sites, GPS devices like the iPhone, mobile phones, financial transactions and IP network logs to build a detailed picture of an individual's movements.

#19 According to the ACLU, state police in Michigan are using "extraction devices" to download data from the cellphones of motorists that they pull over. This is taking place even if those pulled over are not accused of doing anything wrong.

The devices, sold by a company called Cellebrite, can download text messages, photos, video, and even GPS data from most brands of cell phones. The handheld machines have various interfaces to work with different models and can even bypass security passwords and access some information.

Once upon a time, the Internet was a bastion of liberty and freedom, but now nation after nation is cracking down on it. In fact, legislation has been introduced once again in Congress that would give the president of the United States an "Internet kill switch" that he would be able to use in the event of war or emergency. Of course there would be a whole lot of wiggle room in determining what actually constitutes a true "emergency". The members of Congress that are pushing this "Internet kill switch" bill want the U.S. to become more like China in this regard.
#27 A shocking document released by Wikileaks proves that high level U.S. government officials have been pushing for North American integration. According to the document, some of the goals of this integration would be to turn North America into an economic zone similar to the EU, to have one common currency for the entire continent and to have one common "security perimeter" for the entire continent.
Let us hope that a plan like this never comes to pass.
#28 One of the most liberty-killing pieces of legislation in recent years was the Patriot Act. Unfortunately, the vast majority of Republicans and the vast majority of Democrats will never vote against the renewal of the Patriot Act because they don't want to look "soft" on terrorism.
About the only U.S. Senator to stand up against the Patriot Act is Rand Paul. He is doing all he can to fight a one man battle against the Patriot Act but Senate Majority Leader Harry Reid is doing his best to extend the Patriot Act without any debate taking place.
Top Democrats are attempting to claim that even debating the renewal of Patriot Act provisions would "endanger" national security.
Of course most Republicans are not going to stand in the way because they absolutely love the Patriot Act.

A 73-year-old Virginia resident was recently kicked out of a national park for displaying a sticker promoting "Ron Paul’s Campaign for Liberty" on his car.

The Rutherford Institute has come to the defense of a 73-year-old Virginia resident who was allegedly ordered by a park ranger to remove his car from a national military park in South Carolina because of political messages attached to his vehicle. Jack Faw, whose ancestors fought in the historic battle memorialized at Kings Mountain National Military Park, contacted The Rutherford Institute after being told by a park ranger that the decal promoting a political organization associated with Rep. Ron Paul (R-TX), which was displayed on the back window of Faw's car, was not allowed in the park.
